  1  1    Amend House File 656, as passed by the House, as
  1  2 follows:
  1  3    #1.  Page 1, by striking lines 9 through 12.
  1  4    #2.  Page 1, by inserting before line 13 the
  1  5 following:
  1  6    "Sec. ___.  Section 39.3, Code 1999, is amended by
  1  7 adding the following new subsection:
  1  8    NEW SUBSECTION.  17.  "Written" and "in writing"
  1  9 may include any mode of representing words or letters
  1 10 in general use.  A signature, when required by law,
  1 11 must be made by the writing or markings of the person
  1 12 whose signature is required.  If a person is unable
  1 13 due to a physical disability to make a written
  1 14 signature or mark, that person may substitute either
  1 15 of the following in lieu of a signature required by
  1 16 law:
  1 17    a.  The name of the person with a disability
  1 18 written by another upon the request and in the
  1 19 presence of the person with a disability.
  1 20    b.  A rubber stamp reproduction of the name or
  1 21 facsimile of the actual signature of the person with a
  1 22 disability when adopted by that person for all
  1 23 purposes requiring a signature and then only when
  1 24 affixed by that person or another upon the request and
  1 25 in the presence of the person with a disability."
  1 26    #3.  Page 2, line 5, by striking the word
  1 27 "fourteen" and inserting the following:  "eleven".
  1 28    #4.  Page 7, line 21, by striking the word
  1 29 "fourteen" and inserting the following:  "eleven".
  1 30    #5.  Page 9, by striking lines 25 through 34.
  1 31    #6.  Page 11, by inserting after line 31 the
  1 32 following:
  1 33    "Sec. ___.  Section 48A.30, subsection 1, paragraph
  1 34 a, Code 1999, is amended to read as follows:
  1 35    a.  The registered voter dies.  For the purposes of
  1 36 this subsection, the commissioner may accept as
  1 37 evidence of death a notice from the state registrar of
  1 38 vital statistics forwarded by the state registrar of
  1 39 voters, a written statement from a member of the
  1 40 registered voter's household, an obituary in a
  1 41 newspaper, a written statement from an election
  1 42 official, or a notice from the clerk of the district
  1 43 court in county recorder of the county where the
  1 44 registered voter died."
  1 45    #7.  Page 12, by striking lines 10 through 12, and
  1 46 inserting the following:  "withdrawals by candidates
  1 47 for the general election."
  1 48    #8.  Page 14, by inserting after line 23, the
  1 49 following:
  1 50    "Sec. ___.  Section 49.84, Code 1999, is amended by
  2  1 adding the following new unnumbered paragraph:
  2  2    NEW UNNUMBERED PARAGRAPH.  This section does not
  2  3 prohibit a voter from taking minor children into the
  2  4 voting booth with the voter.
  2  5    Sec. ___.  Section 49.88, Code 1999, is amended by
  2  6 adding the following new unnumbered paragraph:
  2  7    NEW UNNUMBERED PARAGRAPH.  This section does not
  2  8 prohibit a voter from taking minor children into the
  2  9 voting booth with the voter."
  2 10    #9.  Page 17, by striking lines 8 through 14.
  2 11    #10.  Page 18, line 35, by striking the figure
  2 12 "2000," and inserting the following:  "2001,".
  2 13    #11.  Page 27, by striking lines 13 and 14.
  2 14    #12.  Page 34, by striking lines 2 through 19.
  2 15    #13.  Page 43, by inserting after line 21, the
  2 16 following:
  2 17    "Sec. ___.  EFFECTIVE DATE.  The sections of this
  2 18 Act which amend sections 43.14, 45.5, and 45.6, take
  2 19 effect January 1, 2001."
  2 20    #14.  Title page, line 4, by inserting after the
  2 21 word "laws" the following:  "and providing an
  2 22 effective date".
  2 23    #15.  By renumbering as necessary.
