  1  1    Amend Senate File 2340 as follows:
  1  2    #1.  Page 1, by inserting before line 1 the
  1  3 following:
  1  4    "Sec. 101.  DEPARTMENT OF EDUCATION.  There is
  1  5 appropriated from the general fund of the state to the
  1  6 department of education for the fiscal year beginning
  1  7 July 1, 1999, and ending June 30, 2000, the following
  1  8 amount, or so much thereof as is necessary, to be used
  1  9 for the purpose designated:
  1 10    For grants to school districts for volunteer
  1 11 student mentoring pilot projects:  
  1 12 .................................................. $    500,000
  1 13    Notwithstanding section 8.33, unencumbered or
  1 14 unobligated funds remaining on June 30, 2000, shall
  1 15 not revert but shall be available for grants to school
  1 16 districts for volunteer student mentoring pilot
  1 17 projects in the following fiscal year.
  1 18    Sec. 102.  NEW SECTION.  256.24  VOLUNTEER STUDENT
  1 19 MENTORING PILOT PROJECTS.
  1 20    1.  The department shall administer and approve
  1 21 grants to school districts to implement proven,
  1 22 research-based structured volunteer student mentoring
  1 23 pilot projects, with the funds appropriated by the
  1 24 general assembly for purposes of volunteer student
  1 25 mentoring pilot project grants.  Grant moneys shall be
  1 26 allocated on a competitive basis to school districts,
  1 27 or to a collaboration of school districts, that submit
  1 28 to the department a plan for implementation of a
  1 29 volunteer student mentoring program.  Grants shall be
  1 30 equitably distributed geographically to three large
  1 31 school districts, three medium-sized school districts,
  1 32 and three small school districts.  For purposes of
  1 33 this section, a large school district is a district
  1 34 with an actual enrollment of five thousand or more
  1 35 pupils; a medium-sized school district is a district
  1 36 with an actual enrollment of two thousand or more
  1 37 pupils, but less than five thousand pupils; and a
  1 38 small school district is a district with an actual
  1 39 enrollment of less than two thousand pupils.
  1 40    2.  Priority shall be given to plans that meet the
  1 41 following criteria:
  1 42    a.  Provide for structured mentoring and systematic
  1 43 intervention in a technology-based program that
  1 44 assists teachers in addressing accountability issues
  1 45 by aligning curriculum and connecting teaching
  1 46 materials to student achievement goals, and include a
  1 47 database that organizes and manages student and mentor
  1 48 data as well as generating individualized lesson plans
  1 49 that address the instructional and developmental
  1 50 level, learning style, and learning objectives for a
  2  1 specific student or group of students.
  2  2    b.  Are recognized as promising educational
  2  3 practices for accelerating student achievement and
  2  4 increasing a student's self-esteem and interest in
  2  5 school.
  2  6    c.  Include a statement of purpose and a long-range
  2  7 plan.
  2  8    d.  Include a volunteer recruitment plan targeting,
  2  9 among others, parents, retired persons, students, and
  2 10 the local business and labor community.
  2 11    e.  Provide for eligibility screening, orientation,
  2 12 and training of mentors.
  2 13    f.  Include a mentor and student matching strategy,
  2 14 monitoring, and evaluation process.
  2 15    g.  Provide a support, recognition, and retention
  2 16 component.
  2 17    3.  Grant amounts shall be distributed as
  2 18 determined by the department.
  2 19    4.  A school district or collaboration of districts
  2 20 receiving moneys under this section shall submit with
  2 21 the report to the department required under section
  2 22 256.7, subsection 21, paragraph "c", a report
  2 23 describing the impact the volunteer student mentoring
  2 24 pilot project funded under this section had on the
  2 25 school district's progress in attaining student
  2 26 achievement goals on the academic and other core
  2 27 indicators and on districtwide progress made in
  2 28 attaining locally established student learning goals.
  2 29 The department shall summarize annually the school
  2 30 district reports and submit the summary and any
  2 31 recommendations regarding the grants and projects to
  2 32 the chairpersons and ranking members of the senate and
  2 33 house standing education committees by January 1 of
  2 34 the school year succeeding the fiscal year in which
  2 35 the appropriation is made."
  2 36    #2.  Page 1, by inserting after line 20 the
  2 37 following:
  2 38    "Sec.    .  EMERGENCY RULES.  The department of
  2 39 education may adopt emergency rules under section
  2 40 17A.4, subsection 2, and section 17A.5, subsection 2,
  2 41 paragraph "b", to implement the provisions of sections
  2 42 101 and 102 of this Act and the rules shall be
  2 43 effective immediately upon filing unless a later date
  2 44 is specified in the rules.  Any rules adopted in
  2 45 accordance with this section shall also be published
  2 46 as a notice of intended action as provided in section
  2 47 17A.4."
  2 48    #3.  Title page, line 3, by inserting after the
  2 49 word "aides" the following:  ", establishing a grant
  2 50 process to provide school districts with resources to
  3  1 implement volunteer student mentoring pilot projects,
  3  2 making an appropriation, and providing emergency
  3  3 rulemaking authority".
  3  4    #4.  By renumbering as necessary.
