1 2 #1. Page 1, by inserting before line 1 the
1 3 following:
1 4 "Section 1. DEPARTMENT OF EDUCATION. There is
1 5 appropriated from the general fund of the state to the
1 6 department of education for the fiscal year beginning
1 7 July 1, 2000, and ending June 30, 2001, the following
1 8 amount, or so much thereof as is necessary, to be used
1 9 for the purposes designated:
1 10 For purposes of entering into a competitively bid
1 11 contract with a not-for-profit organization to conduct
1 12 a series of training programs for adult volunteers who
1 13 work with adolescent youths in after school mentoring
1 14 programs, including youth-serving organizations such
1 15 as the big brothers-big sisters association:
1 16 .................................................. $ 600,000
1 17 1. To be eligible for a contract under this
1 18 section, a not-for-profit organization must be able to
1 19 demonstrate that leading national experts in
1 20 adolescent development intervention programs will be
1 21 utilized and that the programs will use a variety of
1 22 media to engage participants and assist them in
1 23 attaining the goals of the program. Programs shall be
1 24 designed to focus on the adult volunteers who assist
1 25 in youth development. Training content shall focus on
1 26 all of the following:
1 27 a. Development issues for youth.
1 28 b. Best practices to motivate, guide, and
1 29 communicate with youths.
1 30 c. Strategies for successful adult-to-youth
1 31 interpersonal relationships that are necessary for
1 32 ongoing learning and support.
1 33 2. The training programs shall strive to
1 34 accomplish the following:
1 35 a. Improve the quality and effectiveness of adult
1 36 volunteers to motivate, supervise, and communicate
1 37 with youths, and to sustain and encourage their
1 38 continued involvement with youths over time.
1 39 b. Improve the quality and effectiveness of adult
1 40 volunteers so that the children they mentor, coach,
1 41 teach, or befriend maintain their involvement with
1 42 youth-serving organizations over time.
1 43 c. Encourage collaboration between all youth-
1 44 serving organizations throughout the state.
1 45 d. Provide cost-efficient, sustainable distance
1 46 learning to both rural and urban sites.
1 47 3. The department shall prepare and submit a
1 48 report of the activities and expenditures funded under
1 49 the contract to the chairpersons and ranking members
1 50 of the standing committees on education and to the
2 1 joint appropriations subcommittees on education by
2 2 December 1, 2002."
2 3 #2. Title page, line 3, by inserting after the
2 4 words "aides" the following: "and making an
2 5 appropriation to the department of education relating
2 6 to training programs for adult volunteers who work
2 7 with adolescent youths in after school mentoring
2 8 programs".
