PAG LIN 1 1 Amend House File 2145 as passed by the House as 1 2 follows: 1 3 #1. By inserting before line 1 the following: 1 4 "Section 1. Section 257.6, subsection 3, Code 1 5 1999, is amended by adding the following new 1 6 unnumbered paragraph: 1 7 NEW UNNUMBERED PARAGRAPH. For the purposes of 1 8 calculating special education support services costs, 1 9 a school district shall include accredited nonpublic 1 10 school pupils in determining its additional enrollment 1 11 because of special education. 1 12 Sec. . Section 257.6, subsection 5, unnumbered 1 13 paragraph 2, Code 1999, is amended to read as follows: 1 14 Weighted enrollment for special education support 1 15 services costs is equal to the weighted enrollment as 1 16 calculated pursuant to subsection 3, unnumbered 1 17 paragraph 3, minus the additional pupils added due to 1 18 the application of the supplementary weighting. 1 19 Sec. . Section 257.9, subsections 3 and 4, Code 1 20 1999, are amended by striking the subsections and 1 21 inserting in lieu thereof the following: 1 22 3. SPECIAL EDUCATION SUPPORT SERVICES STATE COST 1 23 PER PUPIL FOR 2000-2001. For the budget year 1 24 beginning July 1, 2000, for the special education 1 25 support services state cost per pupil, the department 1 26 of management shall divide the total of the approved 1 27 budgets of the area education agencies for special 1 28 education support services for that year which are 1 29 approved by the state board of education under section 1 30 273.3, subsection 12, by the total of the weighted 1 31 enrollment for special education support services in 1 32 the state for the budget year. The special education 1 33 support services state cost per pupil for the budget 1 34 year is the amount calculated by the department of 1 35 management under this subsection. 1 36 4. SPECIAL EDUCATION SUPPORT SERVICES STATE COST 1 37 PER PUPIL FOR 2001-2002 AND SUCCEEDING YEARS. For the 1 38 budget year beginning July 1, 2001, and succeeding 1 39 budget years, the special education support services 1 40 state cost per pupil for the budget year is the 1 41 special education support services state cost per 1 42 pupil for the base year plus the special education 1 43 support services allowable growth for the budget year. 1 44 Sec. . Section 257.10, subsections 3 and 4, 1 45 Code Supplement 1999, are amended by striking the 1 46 subsections and inserting in lieu thereof the 1 47 following: 1 48 3. SPECIAL EDUCATION SUPPORT SERVICES DISTRICT 1 49 COST PER PUPIL FOR 2000-2001. For the budget year 1 50 beginning July 1, 2000, for the special education 2 1 support services district cost per pupil, the 2 2 department of management shall divide the approved 2 3 budget of each area education agency for special 2 4 education support services for that year approved by 2 5 the state board of education, under section 273.3, 2 6 subsection 12, by the total of the weighted enrollment 2 7 for special education support services in the area for 2 8 that budget year. 2 9 The special education support services district 2 10 cost per pupil for each school district in an area for 2 11 the budget year is the amount calculated by the 2 12 department of management under this subsection. 2 13 4. SPECIAL EDUCATION SUPPORT SERVICES DISTRICT 2 14 COST PER PUPIL FOR 2001-2002 AND SUCCEEDING YEARS. 2 15 For the budget year beginning July 1, 2001, and 2 16 succeeding budget years, the special education support 2 17 services district cost per pupil for the budget year 2 18 is the special education support services district 2 19 cost per pupil for the base year plus the special 2 20 education support services allowable growth for the 2 21 budget year." 2 22 #2. Title page, line 2, by inserting after the 2 23 word "funding," the following: "providing for the 2 24 utilization of an enrollment count including nonpublic 2 25 school pupils in determining special education support 2 26 services funding,". 2 27 #3.
