  1  1    Amend House File 760 as amended, passed, and
  1  2 reprinted by the House, as follows:
  1  3    #1.   Page 22, by inserting before line 15, the
  1  4 following:
  1  5    "20.  The department shall evaluate the feasibility
  1  6 and fiscal impact of implementing twelve-month
  1  7 continuous eligibility for children eligible for
  1  8 medical assistance pursuant to chapter 249A.  If in
  1  9 accordance with federal law, the department may
  1 10 implement the twelve-month continuous eligibility
  1 11 policy on a less than a statewide basis.  The
  1 12 department shall submit a report of its evaluation of
  1 13 the fiscal impact of the proposed policy and
  1 14 recommendations to the general assembly by October 1,
  1 15 1999.
  1 16    21.  The department shall develop a process for
  1 17 enrollment that eliminates the face-to-face interview
  1 18 for children eligible for medical assistance only.
  1 19 The department may adopt emergency rules to implement
  1 20 this subsection.
  1 21    22.  The department may adopt emergency rules to
  1 22 implement section 249A.3, subsection 5A, as enacted by
  1 23 this Act."
  1 24    #2.  Page 69, by inserting before line 18 the
  1 25 following:
  1 26    "Sec. ___.  Section 249A.3, Code 1999, is amended
  1 27 by adding the following new subsection:
  1 28    NEW SUBSECTION.  5A.  In determining eligibility
  1 29 for children under subsection 1, paragraphs "b", "f",
  1 30 "g", "j", "k", "n", and "s"; subsection 2, paragraphs
  1 31 "a", "c", "d", "f", and "g"; and subsection 5,
  1 32 paragraph "b", all resources of the family, other than
  1 33 monthly income, shall be disregarded."
  1 34    #3.  By renumbering as necessary.
