  1  1    Amend the amendment, S-3218, to House File 675, as
  1  2 amended, passed, and reprinted by the House, as
  1  3 follows:
  1  4    #1.  Page 1, line 4, by inserting after the word
  1  5 and figure "line 1" the following:  "and inserting the
  1  6 following:
  1  7    "Sec.    .  Section 272.31, subsection 1, Code
  1  8 1999, is amended by adding the following new
  1  9 paragraph:
  1 10    NEW PARAGRAPH.  f.  Valid evidence that the
  1 11 applicant holds a current course completion card as
  1 12 described in section 279.19B, subsection 3.
  1 13    Sec.    .  Section 279.19B, Code 1999, is amended
  1 14 to read as follows:
  1 15    279.19B  COACHING ENDORSEMENT AND AUTHORIZATION.
  1 16    1.  The board of directors of a school district may
  1 17 employ for head coach of any interscholastic athletic
  1 18 activities or for assistant coach of any
  1 19 interscholastic athletic activity, an individual who
  1 20 possesses a coaching authorization issued by the board
  1 21 of educational examiners or possesses a teaching
  1 22 license with a coaching endorsement issued pursuant to
  1 23 chapter 272.  However, a board of directors of a
  1 24 school district shall consider applicants with
  1 25 qualifications described below, in the following order
  1 26 of priority:
  1 27    1. a.  A qualified individual who possesses a valid
  1 28 teaching license with a proper coaching endorsement.
  1 29    2. b.  A qualified individual who possesses a
  1 30 coaching authorization issued by the board of
  1 31 educational examiners.
  1 32    2.  Qualifications are to be determined by the
  1 33 board of directors or their designee on a case-by-case
  1 34 basis.
  1 35    3.  Prior to the start of each sports season, a
  1 36 head coach or assistant coach shall provide to the
  1 37 board valid evidence that the coach holds a current
  1 38 course completion card in all of the following:
  1 39    a.  American red cross or American heart
  1 40 association infant, child, and adult cardiopulmonary
  1 41 resuscitation or equivalent certification approved by
  1 42 the board of educational examiners.  For purposes of
  1 43 this paragraph, "cardiopulmonary resuscitation" means
  1 44 training and successful course completion in one
  1 45 rescuer and two rescuer cardiopulmonary resuscitation
  1 46 and obstructed airway procedures.
  1 47    b.  American red cross infant, child, and adult
  1 48 first aid or equivalent certification approved by the
  1 49 board of educational examiners.
  1 50    For purposes of this subsection, "current course
  2  1 completion card" means written recognition given for
  2  2 training and successful course completion of
  2  3 cardiopulmonary resuscitation or first aid with an
  2  4 expiration date or a recommended renewal date that
  2  5 exceeds the current date.
  2  6    4.  An individual who has been issued a coaching
  2  7 authorization or who possesses a teaching license with
  2  8 a coaching endorsement but is not issued a teaching
  2  9 contract under section 279.13 and who is employed by
  2 10 the board of directors of a school district serves at
  2 11 the pleasure of the board of directors and is not
  2 12 subject to sections 279.13 through 279.19, and 279.27.
  2 13 Subsection 1 of section 279.19A applies to coaching
  2 14 authorizations.""

  2 16 "school" the following:  "districts by affecting
  2 17 coaching endorsement and authorization and school".
