  1  1    Amend Senate File 464 as follows:
  1  2    #1.  Page 28, by inserting after line 13 the
  1  3 following:
  1  4    "Sec. 201.  NEW SECTION.  285.7  TRANSPORTATION
  1  5 ASSISTANCE FUND.
  1  6    1.  A transportation assistance fund is established
  1  7 in the office of the treasurer of state under the
  1  8 authority of the department of education to provide
  1  9 additional transportation funding assistance to school
  1 10 districts incurring transportation costs which exceed
  1 11 one hundred fifty percent of the statewide average
  1 12 transportation cost as provided in subsection 2.
  1 13    2.  To be eligible for additional transportation
  1 14 funding assistance pursuant to this section, a school
  1 15 district's average transportation cost per pupil shall
  1 16 exceed one hundred fifty percent of the state average
  1 17 transportation cost per pupil.  A school district
  1 18 shall annually determine and certify the district's
  1 19 average transportation cost per pupil to the school
  1 20 budget review committee as provided in section 257.31,
  1 21 subsection 17, paragraphs "b" and "c".  The school
  1 22 budget review committee shall certify to the
  1 23 department of management a list of all school
  1 24 districts exceeding one hundred fifty percent of the
  1 25 state average transportation cost per pupil, as
  1 26 determined by the school budget review committee
  1 27 pursuant to section 257.31, subsection 17, paragraph
  1 28 "c", and the amount by which each school district
  1 29 exceeds one hundred fifty percent of the state average
  1 30 transportation cost amount.
  1 31    3.  a.  (1)  There is appropriated for the fiscal
  1 32 year beginning July 1, 1999, and ending June 30, 2000,
  1 33 from the general fund of the state to the department
  1 34 of education, two million five hundred thousand
  1 35 dollars to be deposited in the transportation
  1 36 assistance fund for distribution as additional
  1 37 transportation funding assistance pursuant to this
  1 38 section.
  1 39    (2)  There is appropriated annually for the fiscal
  1 40 year beginning July 1, 2000, and succeeding fiscal
  1 41 years, from the general fund of the state to the
  1 42 department of education, an amount not exceeding four
  1 43 million dollars, less the amounts in paragraph "b", to
  1 44 be deposited in the transportation assistance fund for
  1 45 distribution as additional transportation funding
  1 46 assistance pursuant to this section.
  1 47    b.  Notwithstanding section 8.33, funds
  1 48 appropriated in paragraph "a" for the prior fiscal
  1 49 year which remain unexpended or unobligated on June 30
  1 50 of the fiscal year for which the funds were
  2  1 appropriated shall not revert but shall remain
  2  2 available for expenditure for the purposes of this
  2  3 section in subsequent fiscal years.  The amount
  2  4 appropriated for a fiscal year in paragraph "a" shall
  2  5 be reduced by that amount which, after taking into
  2  6 account funds transferred to the school budget review
  2  7 committee in accordance with section 321.34,
  2  8 subsection 22, and any remaining balance of unexpended
  2  9 funds appropriated under this subsection for the prior
  2 10 fiscal year which did not revert.
  2 11    4.  Additional transportation funding assistance
  2 12 shall be distributed, in an amount determined by the
  2 13 department of management, to eligible school districts
  2 14 in an amount up to, but not exceeding, a maximum of
  2 15 fifty cents of transportation assistance for each
  2 16 dollar by which a school district's average
  2 17 transportation cost per pupil exceeds one hundred
  2 18 fifty percent of the state average transportation cost
  2 19 per pupil amount, as determined in subsection 2.  If
  2 20 the amount appropriated under this section is
  2 21 insufficient to pay the amount of transportation
  2 22 assistance to which all eligible school districts are
  2 23 otherwise entitled, the department shall prorate the
  2 24 amount of additional transportation funding assistance
  2 25 provided to each eligible school district.  A school
  2 26 district receiving additional transportation funding
  2 27 assistance pursuant to this section may apply to the
  2 28 school budget review committee for transportation
  2 29 assistance aid pursuant to section 257.31, subsection
  2 30 17.  The school budget review committee shall take
  2 31 into account amounts received pursuant to this section
  2 32 in determining whether, or by what amount, to grant a
  2 33 request."
  2 34    #2.  Page 31, by inserting after line 18 the
  2 35 following:
  2 36    "   .  Section 201 of this Act, relating to
  2 37 transportation assistance, being deemed of immediate
  2 38 importance, takes effect upon enactment for the
  2 39 computation of state school aid for budget years
  2 40 beginning on or after July 1, 1999."
