  1  1    Amend Senate File 464 as follows:
  1  2    #1.  Page 12, by inserting after line 23 the
  1  3 following:
  1  4    "Sec.    .  FISCAL YEAR 1999-2000 EMPLOYABILITY
  1  5 SKILLS ASSESSMENT REQUIREMENTS.  Notwithstanding
  1  6 section 256.39A, for the fiscal year beginning July 1,
  1  7 1999, and ending June 30, 2000, the department of
  1  8 education shall reimburse only the claims submitted
  1  9 for reimbursement of a school district's costs of
  1 10 acquiring, using, and making available to accredited
  1 11 nonpublic schools employability skills assessment
  1 12 tools for students enrolled in grade twelve.  If
  1 13 moneys appropriated for purposes of claims
  1 14 reimbursement for fiscal year 1999-2000 are
  1 15 insufficient to pay the claims received in full, the
  1 16 provisions of section 256.39A, subsection 6, shall
  1 17 apply."
  1 18    #2.  Page 24, by inserting after line 23 the
  1 19 following:
  1 20    "Sec.    .  Section 256.39, Code 1999, is amended
  1 21 by striking the section and inserting in lieu thereof
  1 22 the following:
  1 23    256.39  CAREER PATHWAYS PROGRAM – GRANT –
  1 24 ACTIVITIES – REPORTING.
  1 25    1.  The department shall develop and establish a
  1 26 career pathways grant program, criteria for the
  1 27 formation of ongoing career pathways consortia in each
  1 28 merged area, and guidelines and a process to be used
  1 29 in selecting career pathways consortium grant
  1 30 recipients, including a requirement that grant
  1 31 recipients provide matching funds or match grant funds
  1 32 with in-kind resources on a dollar-for-dollar basis.
  1 33 The grant program developed and established by the
  1 34 department shall also include the following
  1 35 components:
  1 36    a.  An existing partnership or organization,
  1 37 including a regional school-to-work partnership, that
  1 38 meets the established criteria, may be considered a
  1 39 consortium for grant application purposes.  One or
  1 40 more school districts may be considered a consortium
  1 41 for grant application purposes, provided a district
  1 42 can demonstrate the manner in which a community
  1 43 college, area education agency, representatives from
  1 44 business and labor organizations, and others as
  1 45 determined within the region will be involved.
  1 46 Existing school-to-work partnerships are encouraged to
  1 47 assist the local consortia in developing a plan and
  1 48 budget.  The department shall provide assistance to
  1 49 consortia in planning and implementing career pathways
  1 50 program efforts in assessment, and career guidance and
  2  1 exploration for students.
  2  2    b.  A career pathways program may include, but is
  2  3 not limited to, the following:
  2  4    (1)  Career guidance and exploration for students.
  2  5    (2)  Involvement and recognition of business,
  2  6 labor, and community organizations as partners in the
  2  7 career pathways program.
  2  8    (3)  Provision for program accountability.
  2  9    (4)  Encouragement of team teaching within the
  2 10 school or in partnership with postsecondary schools,
  2 11 and business, labor, community, and nonprofit
  2 12 organizations.
  2 13    (5)  Service learning opportunities for students.
  2 14    c.  Business, labor, and community organizations
  2 15 are encouraged to market the career pathways program
  2 16 established in accordance with this subsection to the
  2 17 local community and provide students with mentors,
  2 18 shadow professionals, speakers, field trip sites,
  2 19 summer jobs, internships, and job offers for students
  2 20 who graduate with high performance records.  Students
  2 21 are encouraged to volunteer their time to community
  2 22 organizations in exchange for workplace learning
  2 23 opportunities that do not displace current employees.
  2 24    d.  In developing career pathways program efforts,
  2 25 each consortium shall make every effort to cooperate
  2 26 with the juvenile courts, the department of economic
  2 27 development, the department of workforce development,
  2 28 the department of human services, and the new Iowa
  2 29 schools development corporation.
  2 30    e.  The department shall direct and monitor the
  2 31 progress of each career pathways consortium in
  2 32 developing career pathways programs established in
  2 33 accordance with this subsection.
  2 34    f.  A career pathways program is a comprehensive
  2 35 school transformation program under section 294A.14.
  2 36    2.  The department shall provide technical and
  2 37 professional advice upon request to school districts
  2 38 and accredited nonpublic schools that wish to
  2 39 implement career pathways activities and measures to
  2 40 improve the employability skills of their students.
  2 41 The activities and measures shall include, but are not
  2 42 limited to, the following:
  2 43    a.  Measurement of the employability skills of
  2 44 students in grades nine or ten and twelve.
  2 45 Employability skills shall include, but are not
  2 46 limited to, reading for information, applied
  2 47 mathematics, listening, and writing.  Employability
  2 48 skills assessments shall be considered an assessment
  2 49 measure for purposes of section 256.7, subsection 21,
  2 50 paragraph "c".
  3  1    b.  Curricula designed to integrate academic and
  3  2 work-based learning to achieve high employability
  3  3 skills by all students related to career pathways.
  3  4 The curricula shall be designed through the
  3  5 cooperative efforts of secondary and postsecondary
  3  6 education professionals, business professionals, and
  3  7 community services professionals.
  3  8    c.  Staff development to implement a high-standard
  3  9 curriculum.  These efforts may include team teaching
  3 10 techniques that utilize expertise from partnership
  3 11 businesses and postsecondary institutions.
  3 12    3.  A school district or accredited nonpublic
  3 13 school that adopts and administers employability
  3 14 skills assessment tools as provided in this section or
  3 15 section 256.39A, shall develop and integrate specific
  3 16 career pathways goals and activities into the
  3 17 comprehensive school improvement plan required under
  3 18 section 256.7, subsection 21, paragraph "a".
  3 19    4.  Biennially, on or about January 15, the
  3 20 department shall submit to the general assembly a
  3 21 summary of the activities and results of the
  3 22 implementation of career pathways efforts, especially
  3 23 school district and accredited nonpublic school
  3 24 progress on the use of employability skills
  3 25 assessments.
  3 26    Sec.    .  NEW SECTION.  256.39A  CAREER PATHWAYS
  3 27 EMPLOYABILITY SKILLS ASSESSMENTS – PAYMENT OF SCHOOL
  3 28 DISTRICT CLAIMS – APPROPRIATIONS.
  3 29    1.  The director of the department of education
  3 30 shall identify appropriate employability skills
  3 31 assessment tools that school districts shall use to
  3 32 meet the requirements of section 256.39, subsection 3,
  3 33 and the claim reimbursement requirements of this
  3 34 section.
  3 35    2.  A school district may submit a claim on forms
  3 36 provided by the department for reimbursement.  A claim
  3 37 submitted to the department shall state the actual
  3 38 costs incurred and shall be accompanied by an
  3 39 affidavit of an officer of the public school district
  3 40 affirming the accuracy of the claim.
  3 41    3.  Employability skills assessment tools adopted
  3 42 and purchased by a school district may, and shall to
  3 43 the extent funds are appropriated to the department by
  3 44 the general assembly for the payment of claims under
  3 45 this section, be made available to students attending
  3 46 accredited nonpublic schools upon request of the
  3 47 student or the student's parent under comparable terms
  3 48 available to students attending public schools.
  3 49 However, the assessment tools must be comparable to
  3 50 the assessment tools of the district of attendance and
  4  1 cannot exceed the per pupil cost of the assessment
  4  2 tools of the district of attendance.  A claim
  4  3 submitted under this section that includes costs for
  4  4 providing accredited nonpublic school pupils with
  4  5 employability skills assessment tools shall state the
  4  6 actual number of nonpublic students requesting the
  4  7 provision of employability skills assessment tools.
  4  8    4.  For each year in which an appropriation is made
  4  9 for the purposes described in this section, the
  4 10 department of education shall certify to the
  4 11 department of revenue and finance, by February 1 and
  4 12 on or about June 15, the amounts of approved claims to
  4 13 be paid, and the department of revenue and finance
  4 14 shall draw warrants payable to school districts with
  4 15 approved claims, taking into consideration the
  4 16 relative budget and cash position of the state
  4 17 resources.
  4 18    5.  Moneys received under this section shall not be
  4 19 commingled with state aid payments made under section
  4 20 257.16 to a school district and shall be accounted for
  4 21 by the school district separately from state aid
  4 22 payments.  Payments made to a school district under
  4 23 this section are miscellaneous income for purposes of
  4 24 chapter 257.
  4 25    6.  There is appropriated from the general fund of
  4 26 the state to the department of education, for purposes
  4 27 of reimbursing school districts for the costs of
  4 28 acquiring, using, and making available to nonpublic
  4 29 schools employability skills assessment tools in
  4 30 accordance with this section, the following amounts
  4 31 for the following fiscal years:
  4 32    a.  For the fiscal year beginning July 1, 1999, and
  4 33 ending June 30, 2000, the amount of seven hundred
  4 34 fifty thousand dollars.
  4 35    b.  For the fiscal year beginning July 1, 2000, and
  4 36 ending June 30, 2001, the amount of one million six
  4 37 hundred thousand dollars.
  4 38    7.  If the director of the department of education
  4 39 determines that the moneys appropriated by the general
  4 40 assembly for payment of claims to reimburse school
  4 41 districts for the costs of acquiring and administering
  4 42 employability skills assessment tools in grades nine
  4 43 or ten and twelve are insufficient to pay in full all
  4 44 claims submitted and approved in accordance with this
  4 45 section, the amounts of approved claims to be paid
  4 46 shall be prorated among all school districts with
  4 47 approved claims.  If a school district is providing
  4 48 employability skills assessments to accredited
  4 49 nonpublic school pupils as provided in subsection 2,
  4 50 any difference between the amount of the claim of a
  5  1 school district for the cost of providing
  5  2 employability skills assessments to accredited
  5  3 nonpublic school pupils and the amount of payment
  5  4 received from the department of education, shall be
  5  5 paid by the parent or guardian of the nonpublic school
  5  6 pupil served.
  5  7    8.  A school district and, an accredited nonpublic
  5  8 school if its pupils are provided with employability
  5  9 skills assessment tools under the provisions of this
  5 10 section, shall meet the requirements in section
  5 11 256.39, subsection 2."
