PAG LIN 1 1 Amend Senate File 446 as follows: 1 2 #1. By striking everything after the enacting 1 3 clause and inserting the following: 1 4 "Section 1. Section 53.11, Code 1999, is amended 1 5 to read as follows: 1 6 53.11 PERSONAL DELIVERY OF ABSENTEE BALLOT 1 7 SATELLITE ABSENTEE VOTING STATIONS. 1 8 1. The commissioner shall deliver an absentee 1 9 ballot to any registered voter applying in person at 1 10 the commissioner's office, or at any location 1 11 designated by the commissioner, not more than forty 1 12 days before the date of the general election or the 1 13 primary election, and for all other elections, as soon 1 14 as the ballot is available. The registered voter 1 15 shall immediately mark the ballot, enclose and seal it 1 16 in a ballot envelope, subscribe to the affidavit on 1 17 the reverse side of the envelope, and return the 1 18 absentee ballot to the commissioner. The commissioner 1 19 shall record the numbers appearing on the application 1 20 and ballot envelope along with the name of the 1 21 registered voter. 1 22 2. Satellite absentee voting stations shall be 1 23 established throughout the cities and county at the 1 24 direction of the commissioner or upon receipt of a 1 25 petition signed by not less than one hundred eligible 1 26 electors requesting that a satellite absentee voting 1 27 station be established at a location to be described 1 28 on the petition. A satellite absentee voting station 1 29 established by petition must be open at least one day 1 30 for a minimum of six hours. A petition requesting 1 31 establishment of a satellite absentee voting station 1 32 may only be filed for the primary and general 1 33 elections and for any special election held to fill a 1 34 vacancy in a partisan office. A satellite absentee 1 35 voting station established at the direction of the 1 36 commissioner or by petition may remain open until five 1 37 p.m. on the day before the election. 1 38 3. A petition requesting a satellite absentee 1 39 voting station must be filed by the following 1 40 deadlines: 1 411a. For a primary or general election, no later 1 42 than five p.m. on the forty-seventh day before the 1 43 election. 1 442. For the regular city election, no later than1 45five p.m. on the thirtieth day before the election.1 463. For the regular school election, no later than1 47five p.m. on the thirtieth day before the election.1 484b. For a special election to fill a vacancy in a 1 49 partisan office, no later than thirty-two days before 1 50 the special election. 2 1 Sec. 2. EFFECTIVE DATE.
