PAG LIN 1 1 Section 1. NEW SECTION. 15.370 COMMUNITY ATTRACTION AND 1 2 TOURISM DEVELOPMENT COMMISSION. 1 3 1. A community attraction and tourism development 1 4 commission is established consisting of five members. The 1 5 members shall include three members of the travel federation 1 6 of Iowa representing three tourism regions appointed by the 1 7 travel federation of Iowa, one mayor of a city with a 1 8 population of less than twenty thousand, according to the most 1 9 recent census, appointed by the board of directors of the Iowa 1 10 league of cities, and one county supervisor from a county with 1 11 a population ranking in the bottom thirty-three counties 1 12 according to the most recent census, appointed by the board of 1 13 directors of the Iowa state association of counties. 1 14 2. All appointments shall comply with sections 69.16 and 1 15 69.16A and shall be subject to confirmation by the senate. 1 16 3. A chairperson of the community attraction and tourism 1 17 development commission shall be elected by the commission from 1 18 among its membership for a term of one year. A vice 1 19 chairperson may be elected by the commission from among its 1 20 membership for a one-year term. In case of the absence or 1 21 disability of the chairperson and vice chairperson, the 1 22 members of the commission shall elect a temporary chairperson 1 23 by a majority vote of those members who are present and 1 24 voting. 1 25 4. The members shall be appointed to three-year staggered 1 26 terms and the terms shall commence and end as provided in 1 27 section 69.19. If a vacancy occurs, a successor shall be 1 28 appointed to serve the unexpired term. A successor shall be 1 29 appointed in the same manner and subject to the same 1 30 qualifications as the original appointment to serve the 1 31 unexpired term. 1 32 5. A majority of the commission constitutes a quorum. 1 33 Sec. 2. Section 15.371, Code Supplement 1999, is amended 1 34 to read as follows: 1 35 15.371 COMMUNITY ATTRACTION AND TOURISM DEVELOPMENT 2 1 PROGRAM. 2 2 1. Thedepartmentcommunity attraction and tourism 2 3 development commission shall establish and administer a 2 4 community attraction and tourism development program to assist 2 5 communities in the development and creation of multiple 2 6 purpose attraction and tourism facilities. 2 7 2. A political subdivision of the state or a public 2 8 organization may submit an application to thedepartment2 9 community attraction and tourism development commission for 2 10 financial assistance for a project under the program. The 2 11 assistance shall be in the form of grants, loans, forgivable 2 12 loans, and loan guarantees. The application shall include, 2 13 but not be limited to, the following information: 2 14 a. The total capital investment of the project. 2 15 b. The amount or percentage of local and private matching 2 16 moneys which will be or have been provided for the project. 2 17 c. The total number of jobs to be created or retained by 2 18 the project. 2 19 d. The need of the community for the project and the 2 20 financial assistance. 2 21 e. The long-term tax generating impact of the project. 2 22 Sec. 3. Section 15.372, subsection 1, Code Supplement 2 23 1999, is amended to read as follows: 2 24 1. Thedepartmentcommunity attraction and tourism 2 25 development commission shall establish a community attraction 2 26 and tourism development fund consisting of any moneys 2 27 appropriated by the general assembly for that purpose and any 2 28 other moneys available to and obtained or accepted by the 2 29departmentcommission for placement in the fund. 2 30 Sec. 4. Section 15.373, Code Supplement 1999, is amended 2 31 to read as follows: 2 32 15.373 COMMUNITY ATTRACTION AND TOURISM DEVELOPMENT 2 33 PROGRAMREVIEW COMMITTEE APPLICATION REVIEW. 2 34 When reviewing the applications, thedepartmentcommunity 2 35 attraction and tourism development commission shall consider, 3 1 at a minimum, all of the following: 3 2 1. Whether the wages, benefits, including health benefits, 3 3 safety, and other attributes of the project would improve the 3 4 quality of attraction and tourism employment in the community. 3 5 2. The extent to which such a project would generate 3 6 additional attraction and tourism opportunities. 3 7 3. The ability of the project to produce a long-term tax 3 8 generating economic impact. 3 9 4. The location of the projects and geographic diversity 3 10 of the applications. 3 11 5. The extent to which any part of the proposed project 3 12 meets the definition of vertical infrastructure in section 3 13 8.57, subsection 5, paragraph "c". 3 14 Sec. 5. NEW SECTION. 15.374 RULES. 3 15 The commission may adopt rules pursuant to chapter 17A as 3 16 necessary to administer this part. 3 17 EXPLANATION 3 18 This bill relates to the community attraction and tourism 3 19 development program and fund. The bill creates a community 3 20 attraction and tourism development commission for purposes of 3 21 administering the community attraction and tourism development 3 22 program and fund. Currently, the program and fund are 3 23 administered by the department of economic development. 3 24 The bill provides that the commission shall consist of 3 25 three members of the travel federation of Iowa, one mayor of a 3 26 city with a population of less than $20,000 appointed by the 3 27 Iowa league of cities board of directors, and one county 3 28 supervisor from a county with a population ranking in the 3 29 bottom 33 counties in population appointed by the Iowa state 3 30 association of counties' board of directors. 3 31 The bill provides that the members of the commission shall 3 32 serve staggered three-year terms and are subject to 3 33 confirmation by the senate. 3 34 LSB 6617YC 78 3 35 tm/as/5
