PAG LIN 1 1 Section 1. Section 321.1, Code Supplement 1999, is amended 1 2 by adding the following new subsection after subsection 36 and 1 3 renumbering subsection 36A: 1 4 NEW SUBSECTION. 36A. "Low-speed vehicle" means a motor 1 5 vehicle manufactured in compliance with the national highway 1 6 and traffic safety administration standards for low-speed 1 7 vehicles in 49 C.F.R. } 571.500. A low-speed vehicle which is 1 8 in compliance with the equipment requirements in 49 C.F.R. } 1 9 571.500 shall be deemed to be in compliance with all equipment 1 10 requirements of this chapter. 1 11 Sec. 2. Section 321.20, subsection 2, Code Supplement 1 12 1999, is amended to read as follows: 1 13 2. A description of the vehicle including, insofar as the 1 14hereinafterspecified data may exist with respect to a given 1 15 vehicle, the make, model, type of body, the number of 1 16 cylinders, the type of motor fuel used, the serial number of 1 17 the vehicle, manufacturer's identification number, the engine 1 18 or other number of the vehicle and whether new or used and if 1 19 a new vehicle the date of sale by the manufacturer or dealer 1 20 to the person intending to operate such vehicle. If the 1 21 vehicle is a new low-speed vehicle, the manufacturer's or 1 22 importer's certificate required to accompany the application 1 23 under subsection 4 shall certify that the vehicle was 1 24 manufactured in compliance with the national highway and 1 25 traffic safety administration standards for low-speed vehicles 1 26 in 49 C.F.R. } 571.500. 1 27 Sec. 3. Section 321.116, Code 1999, is amended to read as 1 28 follows: 1 29 321.116 ELECTRIC AUTOMOBILES. 1 30 For an electric motor vehicle the annual fee is twenty-five 1 31 dollars. However, if an electric motor vehicle is more than 1 32 five model years old the annual registration fee is fifteen 1 33 dollars. This section does not apply to low-speed vehicles 1 34 that are electric. 1 35 Sec. 4. NEW SECTION. 321.381A OPERATION OF LOW-SPEED 2 1 VEHICLES. 2 2 A low-speed vehicle shall not be operated on a street with 2 3 a posted speed limit greater than thirty-five miles per hour. 2 4 This section shall not prohibit a low-speed vehicle from 2 5 crossing a street with a posted speed limit greater than 2 6 thirty-five miles per hour. 2 7 EXPLANATION 2 8 This bill defines a low-speed vehicle, for purposes of Code 2 9 chapter 321, as a motor vehicle manufactured in compliance 2 10 with the national highway and traffic safety administration 2 11 standards for low-speed vehicles, as set forth in 49 C.F.R. } 2 12 571.500. The bill deems compliance with the equipment 2 13 requirements in the standards to be in compliance with the 2 14 equipment requirements of Code chapter 321. 2 15 The bill provides that the manufacturer's or importer's 2 16 certificate accompanying an application for registration and 2 17 certificate of title for a new low-speed motor vehicle shall 2 18 certify the vehicle was manufactured in compliance with the 2 19 standards in 49 C.F.R. } 571.500. 2 20 The bill excludes low-speed vehicles which are electric 2 21 from Code section 321.116, which provides a lower annual 2 22 registration fee for electric motor vehicles than for other 2 23 motor vehicles. 2 24 The bill also prohibits low-speed vehicles from being 2 25 operated on streets with posted speed limits greater than 35 2 26 miles per hour, except when crossing such a street.
