  1  1    Section 1.  Section 279.51, subsection 1, unnumbered
  1  2 paragraph 1, Code Supplement 1999, is amended to read as
  1  3 follows:
  1  4    There is appropriated from the general fund of the state to
  1  5 the department of education for the fiscal year beginning July
  1  6 1, 1998 2000, and each succeeding fiscal year, the sum of
  1  7 fifteen million three nine hundred sixty thousand dollars.
  1  8    Sec. 2.  Section 279.51, subsection 1, paragraph c, Code
  1  9 Supplement 1999, is amended to read as follows:
  1 10    c.  For each of the fiscal years during the fiscal period
  1 11 beginning July 1, 1996, and ending June 30, 2000 2004, two
  1 12 three million eight four hundred thousand dollars of the funds
  1 13 appropriated shall be allocated for the school-based youth
  1 14 services education program established in subsection 3.  For
  1 15 each of the fiscal years during the fiscal period beginning
  1 16 July 1, 1994, and ending June 30, 2000 2004, twenty thousand
  1 17 dollars of the funds allocated in this paragraph shall be
  1 18 expended for staff development, research, and the development
  1 19 of strategies for coordination with community-based youth
  1 20 organizations and agencies.  A school that received a grant
  1 21 during the fiscal year beginning July 1, 1993, or July 1,
  1 22 1997, is ineligible to receive a grant under this paragraph.
  1 23 Subject to the approval of the state board of education, the
  1 24 allocation made in this paragraph may be renewed for
  1 25 additional four-year periods of time.
  1 26    Sec. 3.  Section 279.51, subsection 1, Code Supplement
  1 27 1999, is amended by adding the following new paragraphs:
  1 28    NEW PARAGRAPH.  g.  From the moneys allocated in paragraph
  1 29 "c", for each fiscal year in which moneys are allocated, the
  1 30 sum of one hundred twenty thousand dollars shall be used to
  1 31 support the family resource center demonstration program
  1 32 established under chapter 256C.
  1 33    NEW PARAGRAPH.  h.  From the moneys allocated in paragraph
  1 34 "c", for each fiscal year in which moneys are allocated, the
  1 35 sum of four hundred eighty thousand dollars shall be used to
  2  1 support the extended learning opportunities demonstration
  2  2 grant program.  The extended learning opportunities
  2  3 demonstration grant program is established in the department
  2  4 of education as a four-year demonstration grant program.  The
  2  5 department shall administer the program and provide grants to
  2  6 establish at least one model program in a school district with
  2  7 an enrollment of less than one thousand two hundred, in a
  2  8 school district with an enrollment of at least one thousand
  2  9 two hundred and not more than four thousand nine hundred
  2 10 ninety-nine, and in a school district with an enrollment of at
  2 11 least five thousand.  "Extended learning opportunity" means
  2 12 any service provided outside the hours of a normal school day
  2 13 or beyond the required school year and which is designed to
  2 14 maximize student and family success.  Extended learning
  2 15 opportunities include but are not limited to extending the
  2 16 school year, the school day, or other school-based programs
  2 17 for students and families.  Services may include but are not
  2 18 limited to counseling, mentoring, cultural arts, community
  2 19 service, clubs, computer access homework assistance, and
  2 20 parenting skills.  The model programs should establish a
  2 21 continuum of academic and personal support for students and
  2 22 their families.
  2 23    From the sum allocated for use in accordance with this
  2 24 paragraph, one hundred twenty-one thousand dollars shall be
  2 25 used to support americorps volunteers in each year for which
  2 26 the americorps program receives federal funding.
  2 27    Sec. 4.  Section 279.51, subsection 3, unnumbered paragraph
  2 28 1, Code Supplement 1999, is amended to read as follows:
  2 29    A school-based youth services education program is
  2 30 established.  The department of education, in consultation
  2 31 with the department of human services, the department of
  2 32 workforce development, the Iowa department of public health,
  2 33 the division of criminal and juvenile justice planning of the
  2 34 department of human rights, institutions of higher learning
  2 35 with applicable programs, and the division of job training and
  3  1 entrepreneurship assistance of the department of economic
  3  2 development, shall develop a four-year demonstration grant
  3  3 program that commences in the fiscal year beginning July 1,
  3  4 1994.  The department shall provide grants to individual or
  3  5 consortiums of elementary, middle, or high schools to
  3  6 establish school-based youth services programs, in conjunction
  3  7 with local agencies and community organizations, based upon
  3  8 program plans filed by the board of directors of the school
  3  9 district.  Grant recipients shall be prepared to offer
  3 10 extended learning opportunities as defined in subsection 1,
  3 11 paragraph "h", by July 1, 2001.  The department shall provide
  3 12 grants to establish model programs in at least the following
  3 13 three size categories:  
  3 14                           EXPLANATION
  3 15    This bill increases the standing, limited appropriation
  3 16 from the general fund of the state to the department of
  3 17 education for purposes of programs for at-risk children.  The
  3 18 increase is allocated for the school-based youth services
  3 19 education program to provide funding for the family resource
  3 20 center demonstration program and a new program, the extended
  3 21 learning opportunities demonstration grant program.
  3 22    The extended learning opportunities demonstration grant
  3 23 program is a four-year program which the department will
  3 24 administer to provide grants to establish at least one model
  3 25 program in a small, medium, and large-sized school district.
  3 26    The term "extended learning opportunity" is defined in the
  3 27 bill to mean any service provided outside the hours of a
  3 28 normal school day or beyond the required school year and which
  3 29 is designed to maximize student and family success.  Examples
  3 30 of extended learning opportunities identified by the bill
  3 31 include extending the school year, the school day, or other
  3 32 school-based programs for students and families.  The model
  3 33 programs should establish a continuum of academic and personal
  3 34 support for students and their families.  The bill requires
  3 35 recipients of school-based youth services grants to be
  4  1 prepared to offer extended learning opportunities by July 1,
  4  2 2001.
  4  3    The bill provides for the annual distribution of $121,000
  4  4 of the extended learning opportunities grant allocation to
  4  5 support americorps volunteers.
