  1  4 RELATING TO AVIATION TRANSPORTATION AND PROVIDING AN EFFECTIVE
  1  5    DATE.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8  
  1  9    Section 1.  PRIORITIZING AVIATION ISSUES WITHIN STATE
  1 10 GOVERNMENT.
  1 11    1.  The general assembly finds that air service and
  1 12 aviation issues should be given a higher priority within state
  1 13 government and that improved communication and coordination
  1 14 between various state agencies regarding all issues relating
  1 15 to aviation is necessary.  The state department of
  1 16 transportation shall make air service and aviation issues a
  1 17 high priority and provide improved communication and
  1 18 coordination between state agencies, airports, and citizens.
  1 19    2.  The state department of transportation shall increase
  1 20 the emphasis on commercial air service to the citizens of the
  1 21 state and shall continue to support general aviation for the
  1 22 business and leisure interest sectors.
  1 23    Sec. 2.  COMMITTEE ON AIR SERVICE.
  1 24    1.  The department of economic development and the state
  1 25 department of transportation shall jointly establish a
  1 26 committee on air service to examine and act upon issues
  1 27 related to air service in the state.  The committee shall be
  1 28 established not later than July 1, 2000.
  1 29    2.  The committee shall consist of at least nine members
  1 30 and shall be composed of geographically diverse
  1 31 representatives of the business community and airports in the
  1 32 state, and shall also include representatives from the state
  1 33 department of transportation and the department of economic
  1 34 development.
  1 35    3.  The committee shall examine the commercial aviation
  2  1 needs of the state and provide recommendations on each of the
  2  2 following:
  2  3    a.  The current unmet needs of Iowa business and leisure
  2  4 travelers.
  2  5    b.  Improvement to the total transportation network of
  2  6 highways, rail, and airports to better meet air service needs.
  2  7    c.  Whether a permanent air service council is needed to
  2  8 study issues related to air service in Iowa.
  2  9    4.  Staffing for the committee shall be jointly provided by
  2 10 the department of economic development and the state
  2 11 department of transportation.
  2 12    5.  The committee shall submit a report to the general
  2 13 assembly by September 1, 2000.  The report shall, at a
  2 14 minimum, include the committee's findings and recommendations
  2 15 on the air service issues identified in this Act.
  2 16    Sec. 3.  FINANCIAL INVESTMENT AND ASSISTANCE FOR AVIATION.
  2 17 The general assembly finds that a substantial economic benefit
  2 18 can be achieved for the citizens of the state through
  2 19 competitive passenger and cargo service markets and that
  2 20 public savings and additional economic development
  2 21 opportunities warrant the attention of the state.
  2 22    Sec. 4.  ISSUE REVIEW.  The joint appropriations
  2 23 subcommittee on transportation, infrastructure and capitals
  2 24 shall review existing and potential new funding streams for
  2 25 airports.
  2 26    Sec. 5.  EFFECTIVE DATE.  This Act, being deemed of
  2 27 immediate importance, takes effect upon enactment.
