  1  1    Section 1.  Section 257.11, Code 1999, is amended by
  1  2 striking the section and inserting in lieu thereof the
  1  3 following:
  1  4    257.11  SUPPLEMENTARY WEIGHTING.
  1  5    1.  REGULAR CURRICULUM.  Pupils in a regular curriculum
  1  6 attending all their classes in the district in which they
  1  7 reside, taught by teachers employed by that district, and
  1  8 having administrators employed by that district, are assigned
  1  9 a weighting of one.
  1 10    2.  DISTRICT-TO-DISTRICT SHARING.
  1 11    a.  In order to provide additional funds for school
  1 12 districts which send their resident pupils to another school
  1 13 district, which jointly employ and share the services of
  1 14 teachers under section 280.15, or which use the services of a
  1 15 teacher employed by another school district, a supplementary
  1 16 weighting plan for determining enrollment is adopted.
  1 17    b.  If the school budget review committee certifies to the
  1 18 department of management that the shared classes or teachers
  1 19 would otherwise not be implemented without the assignment of
  1 20 additional weighting, pupils attending classes in another
  1 21 school district, attending classes taught by a teacher who is
  1 22 employed jointly under section 280.15, or attending classes
  1 23 taught by a teacher who is employed by another school
  1 24 district, are assigned a weighting, in addition to the
  1 25 weighting assigned in subsection 1, of forty-eight hundredths
  1 26 of the percentage of the pupil's school day during which the
  1 27 pupil attends classes in another district, attends classes
  1 28 taught by a teacher who is jointly employed under section
  1 29 280.15, or attends classes taught by a teacher who is employed
  1 30 by another school district.
  1 31    c.  For the school budget year beginning July 1, 2000, and
  1 32 succeeding budget years, the board of directors of a school
  1 33 district which receives supplementary weighting for resident
  1 34 pupils sent to another school district shall pay to the school
  1 35 district providing the shared class instruction the amount
  2  1 received as supplementary weighting for the pupils pursuant to
  2  2 this subsection for the previous school year multiplied by the
  2  3 state cost per pupil for the previous school year.
  2  4    3.  DISTRICT-TO-COMMUNITY-COLLEGE SHARING.
  2  5    a.  In order to provide additional funds for school
  2  6 districts which send their resident pupils to a community
  2  7 college for classes, a supplementary weighting plan for
  2  8 determining enrollment is adopted.
  2  9    b.  If the school budget review committee certifies to the
  2 10 department of management that the class would not otherwise be
  2 11 implemented without the assignment of additional weighting,
  2 12 pupils attending a community college-offered class or
  2 13 attending a class taught by a community college-employed
  2 14 teacher are assigned a weighting, in addition to the weighting
  2 15 assigned in subsection 1, of forty-eight hundredths of the
  2 16 percentage of the pupil's school day during which the pupil
  2 17 attends class in the community college or attends a class
  2 18 taught by a community college-employed teacher.
  2 19    c.  For the purposes of this subsection, supplementary
  2 20 weighting shall be granted without regard to whether a shared
  2 21 class is being taught at a community college, high school, or
  2 22 alternative high school location, or whether a shared class
  2 23 qualifies for community college credit.
  2 24    4.  SHARED CLASSES DELIVERED OVER THE IOWA COMMUNICATIONS
  2 25 NETWORK.  A pupil attending a class in which students from one
  2 26 or more other school districts are enrolled and which is
  2 27 taught via the Iowa communications network is not deemed to be
  2 28 attending a class in another school district or in a community
  2 29 college for the purposes of this section and the school
  2 30 district is not eligible for supplementary weighting for that
  2 31 class under this section.
  2 32    5.  PUPILS INELIGIBLE.  A pupil eligible for the weighting
  2 33 plan provided in section 256B.9 is not eligible for
  2 34 supplementary weighting pursuant to this section.
  2 35    Sec. 2.  REVISED ENROLLMENT COUNT.  For the purposes of
  3  1 computing state aid under the state school foundation program
  3  2 for the school budget year beginning July 1, 2000, school
  3  3 districts shall submit a revised enrollment count which shall
  3  4 include supplementary weighted enrollment figures for all
  3  5 pupils enrolled in district-to-district sharing programs,
  3  6 district-to-community-college sharing programs, and
  3  7 alternative high school programs on September 17, 1999.  The
  3  8 revised enrollment count shall be certified to the department
  3  9 of education within fifteen days from the effective date of
  3 10 this Act.  The department shall promptly forward the
  3 11 information to the department of management, which shall
  3 12 adjust the budget for each school district incorporating the
  3 13 revised enrollment count.
  3 14    Sec. 3.  Section 257.12, Code 1999, is repealed.
  3 15    Sec. 4.  EFFECTIVE DATE.  This Act, being deemed of
  3 16 immediate importance, takes effect upon enactment.  
  3 17                           EXPLANATION 
  3 18    This bill provides supplementary weighting for determining
  3 19 enrollment in school districts which are involved in sharing
  3 20 programs on a district to district, or district to community
  3 21 college, basis.
  3 22    For purposes of determining the amount of supplementary
  3 23 weighting, pupils in a regular curriculum attending all their
  3 24 classes in the district in which they reside, taught by
  3 25 teachers employed by that district, and having administrators
  3 26 employed by that district, are assigned a weighting of one.
  3 27    The bill provides that school districts which send their
  3 28 resident pupils to another school district, which jointly
  3 29 employ and share the services of teachers under Code section
  3 30 280.15, or which use the services of a teacher employed by
  3 31 another school district, will have assigned to the pupils an
  3 32 additional weighting of .48 of the percentage of the pupil's
  3 33 school day during which the pupil is involved in the shared
  3 34 program.  In order to receive the supplementary weighting, the
  3 35 school budget review committee must certify to the department
  4  1 of management that the shared classes or teachers would
  4  2 otherwise not be implemented without the assignment of
  4  3 additional weighting.
  4  4    The bill provides that for the school budget year beginning
  4  5 July 1, 2000, and succeeding budget years, the board of
  4  6 directors of a school district which receives supplementary
  4  7 weighting for resident pupils sent to another school district
  4  8 shall pay to the school district providing the shared class
  4  9 instruction the amount received as supplementary weighting for
  4 10 the pupils for the previous school year multiplied by the
  4 11 state cost per pupil for the previous school year.
  4 12    The bill also provides that school districts which send
  4 13 their resident pupils to a community college-offered class or
  4 14 to a class taught by a community college-employed teacher will
  4 15 have assigned to the pupils an additional weighting of .48 of
  4 16 the percentage of the pupil's school day during which the
  4 17 pupil is involved in the shared program, if the school budget
  4 18 review committee certifies to the department of management
  4 19 that the class would not otherwise be implemented without the
  4 20 assignment of the supplementary weighting.  The bill provides
  4 21 that supplementary weighting will be granted without regard to
  4 22 whether a shared class is being taught at a community college,
  4 23 high school, or alternative high school location, or whether a
  4 24 shared class qualifies for community college credit.
  4 25    The bill provides that pupils attending a class in which
  4 26 students from one or more other school districts are enrolled,
  4 27 which is taught via the Iowa communications network, will not
  4 28 be considered to be attending a class in another school
  4 29 district or in a community college for purposes of qualifying
  4 30 for supplementary weighting.  The bill further provides that
  4 31 pupils eligible for special education weighting pursuant to
  4 32 Code section 256B.9 will not be eligible for supplementary
  4 33 weighting for shared programs between school districts or
  4 34 between a school district and a community college.
  4 35    Additionally, the bill provides for the deletion of
  5  1 provisions which previously authorized supplementary
  5  2 weighting.  The deleted provisions relate to the addition of
  5  3 supplementary weighting amounts for school districts entering
  5  4 into a whole grade sharing agreement pursuant to Code sections
  5  5 282.10 through 282.12 beginning with the budget year beginning
  5  6 on July 1, 1993, and for a five-year period for school
  5  7 districts entering into a whole grade sharing agreement for
  5  8 the budget years beginning July 1, 1991, and July 1, 1992.
  5  9 Also deleted are provisions which had authorized supplementary
  5 10 weighting for a five-year duration for school districts
  5 11 entering into an agreement involving the joint employment of a
  5 12 superintendent for the budget years beginning July 1, 1991,
  5 13 and July 1, 1992, and supplementary weighting for a six-year
  5 14 period for school districts undergoing a reorganization taking
  5 15 effect on or before July 1, 1993.  The bill further deletes
  5 16 previously authorized supplementary weighting for shared
  5 17 mathematics, science, and language classes for the budget
  5 18 years beginning July 1, 1991, and July 1, 1992, and provisions
  5 19 relating to the rounding off of supplementary weighting
  5 20 calculations.
  5 21    The bill provides that for purposes of computing state aid
  5 22 under the state school foundation program for the school
  5 23 budget year beginning July 1, 2000, school districts must
  5 24 perform a revised enrollment count including enrollment
  5 25 figures for all pupils enrolled in district-to-district
  5 26 sharing programs, district-to-community-college sharing
  5 27 programs, and alternative high school programs.  Each district
  5 28 must certify the revised enrollment count to the department of
  5 29 education within fifteen days from the effective date of this
  5 30 Act.  The department must forward the information to the
  5 31 department of management, which must adjust the budget of each
  5 32 school district accordingly.
  5 33    The bill takes effect upon enactment.
