PAG LIN 1 1 Section 1. PRIORITIZING AVIATION ISSUES WITHIN STATE 1 2 GOVERNMENT. 1 3 1. The general assembly finds that air service and 1 4 aviation issues should be given a higher priority within state 1 5 government and that improved communication and coordination 1 6 between various state agencies regarding all issues relating 1 7 to aviation is necessary. The state department of 1 8 transportation shall make air service and aviation issues a 1 9 high priority and provide improved communication and 1 10 coordination between state agencies through the creation of an 1 11 aviation division within the department by the director of 1 12 transportation. 1 13 2. The state department of transportation shall increase 1 14 the emphasis on commercial air service to the citizens of the 1 15 state and shall continue to support general aviation for the 1 16 business and leisure interest sectors. 1 17 Sec. 2. COMMITTEE ON AIR SERVICE. 1 18 1. The department of economic development and the state 1 19 department of transportation shall jointly establish a 1 20 committee on air service to examine and act upon issues 1 21 related to air service in the state. The committee shall be 1 22 established not later than July 1, 2000. 1 23 2. The committee shall consist of at least nine members 1 24 and shall be composed of geographically diverse 1 25 representatives of the business community and airports in the 1 26 state, and shall also include representatives of state 1 27 government. 1 28 3. The committee shall examine the commercial aviation 1 29 needs of the state and provide recommendations on each of the 1 30 following: 1 31 a. The current unmet needs of Iowa business and leisure 1 32 travelers. 1 33 b. Improvement to the total transportation network of 1 34 highways, rail, and airports to better meet air service needs. 1 35 4. Staffing for the committee shall be jointly provided by 2 1 the department of economic development and the state 2 2 department of transportation. 2 3 5. The committee shall submit a report to the general 2 4 assembly by September 1, 2000. The report shall, at a 2 5 minimum, include the committee's findings and recommendations 2 6 on the air service issues identified in this Act. 2 7 Sec. 3. FINANCIAL INVESTMENT AND ASSISTANCE FOR AVIATION. 2 8 The general assembly finds that a substantial economic benefit 2 9 can be achieved for the citizens of the state through 2 10 competitive passenger and cargo service markets and that 2 11 public savings and additional economic development 2 12 opportunities warrant the attention of the state. 2 13 Consequently, the department of economic development shall 2 14 explore all possible sources of financial investment and 2 15 assistance to Iowa-based airlines to encourage competition in 2 16 the airline passenger and air cargo markets in Iowa. 2 17 Sec. 4. ISSUE REVIEW. The joint appropriations 2 18 subcommittee on transportation, infrastructure and capitals 2 19 shall review both of the following: 2 20 1. The funding streams for airports. 2 21 2. The definition of vertical infrastructure, provided in 2 22 section 8.57, subsection 5, paragraph "c", in relation to 2 23 airports. 2 24 Sec. 5. EFFECTIVE DATE. This Act, being deemed of 2 25 immediate importance, takes effect upon enactment. 2 26 EXPLANATION 2 27 This bill relates to aviation transportation issues in the 2 28 state and is based on recommendations made by the aviation 2 29 transportation in Iowa study committee during the 1999 2 30 interim. 2 31 The bill provides that the general assembly finds that air 2 32 service and aviation issues should be given a higher priority 2 33 within state government and that improved communication and 2 34 coordination between various state agencies regarding aviation 2 35 issues is necessary. The bill provides that the director of 3 1 transportation shall create an aviation division within the 3 2 department. 3 3 The bill provides that, by July 1, 2000, the department of 3 4 economic development and the department of transportation 3 5 shall jointly establish a committee on air service consisting 3 6 of at least nine members and composed of geographically 3 7 diverse representatives of the business community and airports 3 8 in the state and shall include representatives of state 3 9 government. The bill provides that the committee shall report 3 10 to the general assembly by September 1, 2000, regarding issues 3 11 related to air service. The bill provides that the report 3 12 shall include, at a minimum, findings and recommendations on 3 13 the current unmet needs of Iowa business and leisure travelers 3 14 and how a total transportation system of highways, rail, and 3 15 airports can be better networked to meet air service needs. 3 16 The bill provides that the department of economic 3 17 development shall explore all possible sources of financial 3 18 investment and assistance to Iowa-based airlines to encourage 3 19 competition in the airline passenger and air cargo markets in 3 20 Iowa. 3 21 The bill provides that the joint appropriations 3 22 subcommittee on transportation, infrastructure and capitals 3 23 shall review the funding streams for airports and the 3 24 definition of vertical infrastructure, as defined in Code 3 25 section 8.57, in relation to airports. 3 26 The bill takes effect upon enactment. 3 27 LSB 5924HH 78 3 28 tm/cf/24
