PAG LIN 1 1 Section 1. SCHOOL FUNDING INEQUITIES STUDY. The 1 2 department of education, in conjunction with the department of 1 3 revenue and finance and the department of management, shall 1 4 conduct a study of the funding inequities that exist between 1 5 school districts within the kindergarten through grade twelve 1 6 public school system. The study shall include a review of the 1 7 disparities created by the use of the local sales and services 1 8 tax for school infrastructure, and the impact of the disparity 1 9 in property tax values in school districts analyzed by class 1 10 of property. The study shall also include recommendations for 1 11 reducing the inequities which exist within the current school 1 12 funding system. The department of education shall coordinate 1 13 preparation of a report of findings and recommendations, and 1 14 shall submit the report to the members of the general assembly 1 15 by January 1, 2001. 1 16 EXPLANATION 1 17 This bill requires the departments of education, revenue 1 18 and finance, and management to conduct a study of the funding 1 19 inequities that exist between school districts within the 1 20 kindergarten through grade 12 public school system. The study 1 21 will include a review of the disparities created by the use of 1 22 the local sales and services tax for school infrastructure and 1 23 by differing property tax valuations between school districts. 1 24 The study will also include recommendations for reducing the 1 25 inequities which currently exist.
