  1  1    Section 1.  Section 256.9, Code Supplement 1999, is amended
  1  2 by adding the following new subsection:
  1  3    NEW SUBSECTION.  49.  Pursue the development of a
  1  4 multistate compact with the states of Nebraska, South Dakota,
  1  5 and North Dakota.  The purpose of the compact shall be to
  1  6 create a forum in which Iowa and other midwestern states of
  1  7 similar geography, economic conditions, and cultural diversity
  1  8 may encourage and exchange successful educational innovations
  1  9 and review the impacts on education as rural populations
  1 10 decline and urban populations increase, as the populations of
  1 11 these states become increasingly diverse, and as the demand
  1 12 and competition for highly skilled citizens increase.  The
  1 13 director of the department of education shall annually submit
  1 14 a report, by January 15, to the senate and house of
  1 15 representatives standing committees on education.  The report
  1 16 shall describe any progress made in developing the compact and
  1 17 any educational advances made by member states under the
  1 18 compact.  The department may include in the report any
  1 19 recommendations for improving Iowa's education system based
  1 20 upon findings under the compact and for enhancing the mission
  1 21 of the compact.  
  1 22                           EXPLANATION
  1 23    This bill requires the director of the department of
  1 24 education to pursue the development of a multistate compact
  1 25 with the states of Nebraska, South Dakota, and North Dakota.
  1 26    The purpose of the compact is to create a forum in which
  1 27 Iowa and other midwestern states of similar geography,
  1 28 economic conditions, and cultural diversity may encourage and
  1 29 exchange successful educational innovations and review the
  1 30 impacts on education as rural populations decline and urban
  1 31 populations increase, as the populations of these states
  1 32 become increasingly diverse, and as the demand and competition
  1 33 for highly skilled citizens increase.
  1 34    The director of the department of education, by January 15,
  1 35 shall annually report to the senate and house standing
  2  1 committees on education on any progress made in developing the
  2  2 compact and any educational advances made by member states
  2  3 under the compact.
