  1  4 RELATING TO THE RENEWAL DATE FOR A LICENSE ISSUED BY THE
  1  5    BOARD OF EDUCATIONAL EXAMINERS.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  9    Section 1.  Section 272.7, unnumbered paragraph 1, Code
  1 10 1999, is amended to read as follows:
  1 11    A license issued under board authority is valid for the
  1 12 period of time for which it is issued, unless the license is
  1 13 suspended or revoked.  A license issued by the board is valid
  1 14 until August 31 of the last day of the practitioner's birth
  1 15 month in the year in which the license expires.  No permanent
  1 16 licenses shall be issued.  A person employed as a practitioner
  1 17 shall hold a valid license with an endorsement for the type of
  1 18 service for which the person is employed.  This section does
  1 19 not limit the duties or powers of a school board to select or
  1 20 discharge practitioners or to terminate practitioners'
  1 21 contracts.  A professional development program, except for a
  1 22 program offered by a practitioner preparation institution or
  1 23 area education agency and approved by the state board of
  1 24 education, must possess a valid license for the types of
  1 25 programs offered.
  1 26    Sec. 2.  EMERGENCY RULES.  The board of educational
  1 27 examiners may adopt emergency rules to implement the
  1 28 provisions of section 272.7, unnumbered paragraph 1, as
  1 29 enacted by this Act.
