1 1 Section 1. Section 331.421, subsection 1, Code 1999, is
1 2 amended to read as follows:
1 3 1. "General county services" means the services which are
1 4 primarily intended to benefit all residents of a county,
1 5 including secondary road services and fee-supported services,
1 6 but excluding services financed by other statutory funds.
1 7 Sec. 2. Section 331.421, Code 1999, is amended by adding
1 8 the following new subsection:
1 9 NEW SUBSECTION. 10. "Fee-supported service" means a
1 10 service provided to a city for payment of a fee or pursuant to
1 11 an agreement entered into pursuant to chapter 28E.
1 12 Sec. 3. Section 331.427, subsection 2, Code 1999, is
1 13 amended by adding the following new paragraph:
1 14 NEW PARAGRAPH. n. Salary costs and expenses incurred in
1 15 the performance of law enforcement responsibilities, including
1 16 but not limited to:
1 17 (1) Law enforcement services provided by the sheriff as
1 18 defined in section 331.101.
1 19 (2) Duties performed by the sheriff pursuant to section
1 20 331.322 or chapter 34.
1 21 (3) Powers and duties performed by the sheriff pursuant to
1 22 sections 331.651 through 331.661 and the county jail and
1 23 detention facilities pursuant to chapters 356 and 356A.
1 24 (4) Salaries and expenses related to law enforcement
1 25 positions established pursuant to section 331.323, subsection
1 26 2, and section 331.904, subsection 2.
1 27 EXPLANATION
1 28 This bill defines fee-supported services to mean those
1 29 services provided to a city for payment or pursuant to a Code
1 30 chapter 28E agreement and provides that the fee-supported
1 31 services are a part of the general county services.
1 32 The bill also specifies the law enforcement salaries and
1 33 expenses which are to be paid by appropriation of the board of
1 34 supervisors from the general fund for general county services.
