1 1 Section 1. Section 595.5, Code Supplement 1999, is amended
1 2 by adding the following new subsection:
1 3 NEW SUBSECTION. 4. This section shall not apply to any
1 4 applicant for a marriage license who has a civil disability
1 5 that would prohibit a name change by application to a court
1 6 under chapter 674.
1 7 EXPLANATION
1 8 This bill excludes a person with a civil disability, such
1 9 as a convicted felon, who would be prohibited from changing
1 10 the person's name through a petition filed with the court
1 11 pursuant to Code chapter 674, from utilizing the marriage
1 12 application process to change the person's name.
