PAG LIN 1 1 Section 1. Section 15.373, Code Supplement 1999, is 1 2 amended to read as follows: 1 3 15.373 COMMUNITY ATTRACTION AND TOURISM DEVELOPMENT 1 4 PROGRAM REVIEW COMMITTEE – APPLICATION REVIEW. 1 5 1. A community attraction and tourism development program 1 6 review committee is established consisting of seven members. 1 7 The director shall appoint one member representing the 1 8 governor's strategic planning council, one member representing 1 9 the travel federation of Iowa, one member representing an 1 10 association with expertise in the vertical infrastructure 1 11 industry, one member representing an institution with 1 12 expertise in economic promotion, and one member representing 1 13 the professional developers of Iowa. The governor and the 1 14 department of transportation shall each appoint one member. 1 15 2. The community attraction and tourism development 1 16 program review committee shall review applications for 1 17 community attraction and tourism development fund assistance 1 18 and make recommendations to the department regarding the 1 19 applications. Upon review of the recommendations of the 1 20 committee, the department shall approve, defer, or deny the 1 21 applications. 1 22 3. When reviewing the applications, the community 1 23 attraction and tourism development program review committee 1 24 and the department shall consider, at a minimum, all of the 1 25 following: 1 261.a. Whether the wages, benefits, including health 1 27 benefits, safety, and other attributes of the project would 1 28 improve the quality of attraction and tourism employment in 1 29 the community. 1 302.b. The extent to which such a project would generate 1 31 additional attraction and tourism opportunities. 1 323.c. The ability of the project to produce a long-term 1 33 tax generating economic impact. 1 344.d. The location of the projects and geographic 1 35 diversity of the applications. 2 15.e. The extent to which any part of the proposed project 2 2 meets the definition of vertical infrastructure in section 2 3 8.57, subsection 5, paragraph "c". 2 4 EXPLANATION 2 5 This bill amends the community attraction and tourism 2 6 development program by adding a community attraction and 2 7 tourism development program review committee to make an 2 8 initial review of applications for financial assistance under 2 9 the program and make recommendations to the department of 2 10 economic development. The bill provides that the review 2 11 committee shall consist of seven members with the director of 2 12 the department of economic development appointing one member 2 13 representing the governor's strategic planning council, one 2 14 member representing the travel federation of Iowa, one member 2 15 representing an association with expertise in the vertical 2 16 infrastructure industry, one member representing an 2 17 institution with expertise in economic promotion, one member 2 18 representing the professional developers of Iowa, and with one 2 19 member each appointed by the governor and the department of 2 20 transportation. 2 21 LSB 6193HH 78 2 22 tm/cf/24.1
