1 1 Section 1. IPERS HEADQUARTERS – APPROPRIATION. There is
1 2 appropriated from the Iowa public employees' retirement fund
1 3 to the department of personnel for the fiscal year beginning
1 4 July 1, 2000, and ending June 30, 2001, the following amount,
1 5 or so much thereof as is necessary, to be used for the
1 6 purposes designated, notwithstanding 1998 Iowa Acts, chapter
1 7 1217, section 18, subsection 3, and notwithstanding the
1 8 competitive bid process used pursuant to that subsection and
1 9 the bid award made by the department of personnel and IPERS as
1 10 a result of the competitive bid process:
1 11 For costs associated with the acquisition and remodeling of
1 12 a headquarters building at the location which would have been
1 13 selected pursuant to the competitive bid process required in
1 14 1998 Iowa Acts, chapter 1217, section 18, subsection 3, if the
1 15 request for proposals used in that process had used evaluation
1 16 criteria which attributed zero points to location, one hundred
1 17 points to cost, sixty points to design, thirty points to site-
1 18 specific issues which do not include issues related to access
1 19 to other state buildings or governmental agencies, and ten
1 20 points to timing, in lieu of location of the headquarters
1 21 building at the location selected pursuant to the competitive
1 22 bid process required in that subsection, for offices and
1 23 related facilities for employees and storage of applicable
1 24 records of the Iowa public employees' retirement system,
1 25 notwithstanding any provision of chapter 18 to the contrary:

1 27 Notwithstanding section 8.33, unencumbered or unobligated
1 28 funds remaining on June 30, 2001, from the funds appropriated
1 29 in this section, shall revert to the Iowa public employees'
1 30 retirement fund on August 31, 2001.
1 31 Sec. 2. EFFECTIVE DATE. This Act, being deemed of
1 32 immediate importance, takes effect upon enactment.
1 33 EXPLANATION
1 34 This bill appropriates funds to the department of personnel
1 35 from the Iowa public employees' retirement (IPERS) fund for
2 1 the acquisition and remodeling of an IPERS headquarters
2 2 building to be located at a site which would have been
2 3 selected pursuant to the competitive bid process required by
2 4 1998 Iowa Acts, chapter 1217, section 18, subsection 3, if the
2 5 request for proposals (RFP) used in that process had not
2 6 weighted location higher than the other categories included in
2 7 the RFP, notwithstanding the competitive bid process used in
2 8 selecting a building located in Des Moines, Iowa, for the new
2 9 headquarters.
2 10 This bill takes effect upon enactment.
