  1  1    Section 1.  Section 80E.1, subsection 1, Code 1999, is
  1  2 amended to read as follows:
  1  3    1.  A The position of drug enforcement and abuse prevention
  1  4 coordinator is located within the department of public safety.
  1  5 The drug enforcement and abuse prevention coordinator shall be
  1  6 appointed by the governor, subject to confirmation by the
  1  7 senate, and shall serve at the pleasure of the governor.  The
  1  8 governor shall fill a vacancy in the office in the same manner
  1  9 as the original appointment was made.  The coordinator shall
  1 10 be selected primarily for administrative ability.  The
  1 11 coordinator shall not be selected on the basis of political
  1 12 affiliation and shall not engage in political activity while
  1 13 holding the office.  The salary of the coordinator shall be
  1 14 fixed by the governor.
  1 15    Sec. 2.  Section 80E.1, subsection 2, paragraph a, Code
  1 16 1999, is amended to read as follows:
  1 17    a.  Coordinate and monitor all statewide narcotics
  1 18 enforcement efforts, operate and supervise the governor's
  1 19 alliance on substance abuse, coordinate and monitor all state
  1 20 and federal substance abuse treatment grants and programs,
  1 21 coordinate and monitor all statewide substance abuse
  1 22 prevention and education programs in communities and schools,
  1 23 and engage in such other related activities as required by
  1 24 law.  The coordinator shall work in coordinating the efforts
  1 25 of the department of corrections, the department of education,
  1 26 the Iowa department of public health, the department of public
  1 27 safety, and the department of human services.  The coordinator
  1 28 shall assist in the development and implementation of local
  1 29 and community strategies to fight substance abuse, including
  1 30 local law enforcement, education, and treatment activities.  
  1 31                           EXPLANATION 
  1 32    This bill provides that the position of drug enforcement
  1 33 and abuse prevention coordinator is located within the
  1 34 department of public safety.  The bill also codifies the
  1 35 requirement, established in 1989 Iowa Acts, chapter 225,
  2  1 section 5, that the coordinator is responsible for the
  2  2 operation of the governor's alliance on substance abuse.
