1 1 Section 1. COMMUNITY COLLEGE GOVERNANCE TASK FORCE. The
1 2 boards of directors of the community colleges, in consultation
1 3 with the Iowa association of community college presidents and
1 4 the division of community colleges and workforce preparation
1 5 of the department of education, shall establish a task force
1 6 to identify and study options for restructuring the community
1 7 college governance system. The goal of the task force shall
1 8 be to determine a plan for a community college governance
1 9 structure that causes community colleges to operate more
1 10 cooperatively, effectively, and efficiently as a state system,
1 11 while recognizing the strong local character of community
1 12 colleges. The task force shall review the current community
1 13 college governance system; ongoing collaborative efforts among
1 14 the community colleges; the relationships between the
1 15 community colleges and local school districts, accredited
1 16 nonpublic schools, other accredited postsecondary institutions
1 17 in Iowa, and the department of education; and changes
1 18 necessary to enhance the accountability of community colleges.
1 19 The task force shall submit its findings and recommendations
1 20 for a plan for a restructuring of the community college
1 21 governance system that achieves the goals set forth in this
1 22 section in a report to the chairpersons and ranking members of
1 23 the senate and house standing committees on education and the
1 24 joint appropriations subcommittee on education by December 1,
1 25 1999.
1 26 EXPLANATION
1 27 This bill directs the boards of directors of the community
1 28 colleges, in consultation with the Iowa association of
1 29 community college presidents and the division of community
1 30 colleges and workforce preparation of the department of
1 31 education, to establish a task force to identify and study
1 32 options for restructuring the community college governance
1 33 system to cause community colleges to operate more
1 34 cooperatively, effectively, and efficiently as a state system,
1 35 while recognizing the strong local character of community
2 1 colleges.
2 2 The task force is to submit its findings and
2 3 recommendations for a plan for a restructuring of the
2 4 governance system in a report to the chairpersons and ranking
2 5 members of the senate and house standing education committees
2 6 and the joint appropriations subcommittee on education by
2 7 December 1, 1999.
