  1  1    Section 1.  Section 163.43, subsections 1 and 3, Code 1999,
  1  2 are amended to read as follows:
  1  3    1.  That the breeding bull has been tested by a licensed
  1  4 veterinarian within sixty days prior to rental and found to be
  1  5 free from Bang's disease, and tuberculosis, if originating
  1  6 from outside this state, conforms to all relevant importation
  1  7 regulations.  Annually, prior to the initial leasing, all
  1  8 breeding bulls shall test negative for brucellosis.
  1  9    3.  The identification number of the breeding bull tested
  1 10 and the date of issuance of the health certificate.
  1 11    Such health certificate shall be valid for one rental on
  1 12 one premise only.  Thereafter, a new health certificate must
  1 13 be issued after the breeding bull has been retested; but no
  1 14 new test for tuberculosis shall be required if the breeding
  1 15 bull is leased within sixty days of the last tuberculosis
  1 16 test.
  1 17    One copy of the health certificate shall be filed with the
  1 18 department within fourteen days after its issuance maintained
  1 19 on file by the lessor; and one copy shall be issued to the
  1 20 lessee when the breeding bull is delivered to the lessee.  A
  1 21 licensee shall show the health certificate of any breeding
  1 22 bull upon the request of any person designated by the
  1 23 department to enforce the provisions of this division.  The
  1 24 licensee shall also, within ten days after the lease of each
  1 25 breeding bull, notify the department in writing of the name
  1 26 and address of the person to whom the breeding bull is being
  1 27 leased, together with the date of delivery.
  1 28    For the purposes of this section, a breeding bull is leased
  1 29 within this state if it is leased to an Iowa resident.  
  1 30                           EXPLANATION 
  1 31    This bill amends provisions relating to the breeding of
  1 32 bulls.  The bill provides that a breeding bull shall not be
  1 33 leased unless the bull is accompanied by a health certificate
  1 34 stating that the bull, if originating from outside this state,
  1 35 conforms to all relevant importation regulations.  The bill
  2  1 provides that all breeding bulls shall test brucellosis
  2  2 negative annually, prior to the initial leasing of the bull.
  2  3    The bill provides that a health certificate accompanying a
  2  4 leased breeding bull shall be valid for one rental on one
  2  5 premises only, and, thereafter, a new certificate is needed.
  2  6 The bill requires that one copy of the health certificate must
  2  7 be maintained on file by the lessor.  The bill removes a
  2  8 requirement that the certificate and leasing information must
  2  9 be filed with the department of agriculture and land
  2 10 stewardship.
