PAG LIN 1 1 Section 1. There is appropriated from the general fund of 1 2 the state to the Iowa department of public health for the 1 3 fiscal year beginning July 1, 1999, and ending June 30, 2000, 1 4 the following amount, or so much thereof as is necessary, to 1 5 be used for the purpose designated: 1 6 For a competitive grant program for public health nursing: 1 7 .................................................. $ 500,000 1 8 The funds appropriated shall be utilized by the department 1 9 to establish a competitive grant program to increase the 1 10 availability of public health nurses throughout the state, and 1 11 shall be in addition to those funds allocated pursuant to 1 12 existing contracts entered into between the department and the 1 13 local boards of health and boards of supervisors. 1 14 A county may submit an application to the department for a 1 15 grant to expand the county's existing public health nursing 1 16 program by October 1, 1999, on application forms to be 1 17 developed by the department. Grant award criteria shall 1 18 include the extent to which existing allocations to the county 1 19 have successfully been utilized to maintain and expand the 1 20 public health nursing program for elderly and low-income 1 21 persons, the proportion of elderly and low-income persons 1 22 living in the county in relation to the total number of 1 23 elderly and low-income persons living in the state, and 1 24 proposals submitted by the county for expanding existing 1 25 services and programs to meet the particular needs of the 1 26 elderly and low-income persons residing within the county. A 1 27 county receiving a grant award may utilize the funds to expand 1 28 existing subcontracts with a nonprofit nurses' association, 1 29 independent nonprofit agency, or other entity to provide 1 30 public health nursing care, or for new programs and services 1 31 as proposed in the grant application. 1 32 The department shall submit a report to the general 1 33 assembly by January 1, 2001, regarding the effectiveness of 1 34 the competitive grant program in expanding public health 1 35 nursing care, and containing recommendations regarding future 2 1 utilization or expansion of the program. 2 2 EXPLANATION 2 3 This bill provides for the establishment of a competitive 2 4 grant program for public health nursing by the Iowa department 2 5 of public health, utilizing an appropriation of $500,000 for 2 6 the fiscal year beginning July 1, 1999, and ending June 30, 2 7 2000. The bill provides that the purpose of the program shall 2 8 be to increase the availability of public health nurses 2 9 throughout the state, and that grants shall be in addition to 2 10 existing allocations pursuant to contracts entered into 2 11 between the department and the local boards of health and 2 12 boards of supervisors. The bill provides that a county may 2 13 submit an application to the department for a grant to expand 2 14 the county's existing public health nursing program by October 2 15 1, 1999.
