PAG LIN 1 1 HOUSE FILE 200 1 2 1 3 AN ACT 1 4 RELATING TO SPECIAL REGISTRATION PLATES FOR MOTOR VEHICLES. 1 5 1 6 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 7 1 8 Section 1. Section 321.34, subsection 3, Code 1999, is 1 9 amended to read as follows: 1 10 3. RADIO OPERATORS PLATES. The owner of an automobile, 1 11 light delivery truck, panel delivery truck, motorcycle, 1 12 trailer, or pickup who holds an amateur radio license issued 1 13 by the federal communications commission may, upon written 1 14 application to the county treasurer accompanied by a fee of 1 15 five dollars, order special registration plates bearing the 1 16 call letters authorized the radio station covered by the 1 17 person's amateur radio license. When received by the county 1 18 treasurer, such special registration plates shall be issued to 1 19 the applicant in exchange for the registration plates 1 20 previously issued to the person. Not more than one set of 1 21 special registration plates may be issued to an applicant. 1 22 Said fee shall be in addition to and not in lieu of the fee 1 23 for regular registration plates. Special registration plates 1 24 must be surrendered upon expiration of the owner's amateur 1 25 radio license and the owner shall thereupon be entitled to the 1 26 owner's regular registration plates. The county treasurer 1 27 shall validate special plates in the same manner as regular 1 28 registration plates, upon payment of five dollars in addition 1 29 to the regular annual registration fee. 1 30 Sec. 2. Section 321.34, subsection 8, unnumbered paragraph 1 31 1, Code 1999, is amended to read as follows: 1 32 The owner of a motor vehicle subject to registration under 1 33 section 321.109, subsection 1, light delivery truck, panel 1 34 delivery truck, motorcycle, trailer, or pickup who has been 1 35 awarded the congressional medal of honor may, upon written 2 1 application to the department, order special registration 2 2 plates which shall be red, white, and blue in color and shall 2 3 bear an emblem of the congressional medal of honor and an 2 4 identifying number. Each applicant applying for special 2 5 registration plates under this subsection may purchase only 2 6 one set of registration plates under this subsection. The 2 7 application is subject to approval by the department and the 2 8 special registration plates shall be issued to the applicant 2 9 in exchange for the registration plates previously issued to 2 10 the person. The special plates are subject to an annual 2 11 registration fee of fifteen dollars. The department shall 2 12 validate the special plates in the same manner as regular 2 13 registration plates are validated under this section. The 2 14 department shall not issue special registration plates until 2 15 service organizations in the state have furnished the 2 16 department either the special dies or the cost of the special 2 17 dies necessary for the manufacture of the special registration 2 18 plate. 2 19 Sec. 3. Section 321.34, subsection 8A, unnumbered 2 20 paragraph 1, Code 1999, is amended to read as follows: 2 21 The owner of a motor vehicle subject to registration under 2 22 section 321.109, subsection 1, light delivery truck, panel 2 23 delivery truck, motorcycle, trailer, or pickup who was a 2 24 prisoner of war during the Second World War at any time 2 25 between December 7, 1941, and December 31, 1946, the Korean 2 26 Conflict at any time between June 25, 1950, and January 31, 2 27 1955, or the Vietnam Conflict at any time between August 5, 2 28 1964, and June 30, 1973, all dates inclusive, may, upon 2 29 written application to the department, order only one set of 2 30 special registration plates with an ex-prisoner of war 2 31 processed emblem. The emblem shall be designed by the 2 32 department in cooperation with the adjutant general and shall 2 33 signify that the owner was a prisoner of war as described in 2 34 this subsection. The application is subject to approval by 2 35 the department, in consultation with the adjutant general. 3 1 The special plates shall be issued at no charge and are 3 2 subject to an annual registration fee of fifteen dollars. The 3 3 county treasurer shall validate the special plates in the same 3 4 manner as regular registration plates are validated under this 3 5 section. 3 6 Sec. 4. Section 321.34, subsections 10 and 10A, Code 1999, 3 7 are amended to read as follows: 3 8 10. FIRE FIGHTER PLATES. The owner of a motor vehicle 3 9 subject to registration pursuant to section 321.109, 3 10 subsection 1, light delivery truck, panel delivery truck, 3 11 pickup, motor home, multipurpose vehicle, motorcycle, trailer, 3 12 or travel trailer who is a current or former member of a paid 3 13 or volunteer fire department, may upon written application to 3 14 the department, order special registration plates, designed by 3 15 the department in cooperation with representatives designated 3 16 by the Iowa fire fighters' associations, which plates signify 3 17 that the applicant is a current or former member of a paid or 3 18 volunteer fire department. The application shall be approved 3 19 by the department, in consultation with representatives 3 20 designated by the Iowa fire fighters' associations, and the 3 21 special registration plates shall be issued to the applicant 3 22 in exchange for the registration plates previously issued to 3 23 the person. The fee for the special plates shall be twenty- 3 24 five dollars which shall be in addition to the regular annual 3 25 registration fee. The department shall validate the special 3 26 plates in the same manner as regular registration plates are 3 27 validated under this section at the regular annual 3 28 registration fee. 3 29 10A. EMERGENCY MEDICAL SERVICES PLATES. The owner of a 3 30 motor vehicle subject to registration pursuant to section 3 31 321.109, subsection 1, light delivery truck, panel delivery 3 32 truck, pickup, motor home, multipurpose vehicle, motorcycle, 3 33 trailer, or travel trailer who is a current member of a paid 3 34 or volunteer emergency medical services agency may, upon 3 35 written application to the department, order special 4 1 registration plates, designed by the department in cooperation 4 2 with representatives designated by the Iowa emergency medical 4 3 services association, which plates signify that the applicant 4 4 is a current member of a paid or volunteer emergency medical 4 5 services agency. The application shall be approved by the 4 6 department, in consultation with representatives designated by 4 7 the Iowa emergency medical services association, and the 4 8 special registration plates shall be issued to the applicant 4 9 in exchange for the registration plates previously issued to 4 10 the person. The fee for the special plates shall be twenty- 4 11 five dollars which shall be in addition to the regular annual 4 12 registration fee. The department shall validate the special 4 13 plates in the same manner as regular registration plates are 4 14 validated under this section at the regular annual 4 15 registration fee. 4 16 Sec. 5. Section 321.34, subsection 11, paragraph a, Code 4 17 1999, is amended to read as follows: 4 18 a. Upon application and payment of the proper fees, the 4 19 director may issue natural resources plates to the owner of a 4 20 motor vehicle subject to registration under section 321.109, 4 21 subsection 1, light delivery truck, panel delivery truck, 4 22 pickup, motor home, multipurpose vehicle, motorcycle, trailer, 4 23 or travel trailer. 4 24 Sec. 6. Section 321.34, subsection 11A, paragraph a, Code 4 25 1999, is amended to read as follows: 4 26 a. Upon application and payment of the proper fees, the 4 27 director may issue "love our kids" plates to the owner of a 4 28 motor vehicle subject to registration under section 321.109, 4 29 subsection 1, light delivery truck, panel delivery truck, 4 30 pickup, motor home, multipurpose vehicle, motorcycle, trailer, 4 31 or travel trailer. 4 32 Sec. 7. Section 321.34, subsection 11B, paragraph a, Code 4 33 1999, is amended to read as follows: 4 34 a. Upon application and payment of the proper fees, the 4 35 director may issue "motorcycle rider education" plates to the 5 1 owner of a motor vehicle subject to registration under section 5 2 321.109, subsection 1, light delivery truck, panel delivery 5 3 truck, pickup, motor home, multipurpose vehicle, motorcycle, 5 4 trailer, or travel trailer. 5 5 Sec. 8. Section 321.34, subsection 12, paragraph a, Code 5 6 1999, is amended to read as follows: 5 7 a. The owner of a motor vehicle subject to registration 5 8 pursuant to section 321.109, subsection 1, light delivery 5 9 truck, panel delivery truck, pickup, motor home, multipurpose 5 10 vehicle, motorcycle, trailer, or travel trailer may, upon 5 11 written application to the department, order special 5 12 registration plates with a distinguishing processed emblem as 5 13 authorized by this section or as approved by the department. 5 14 The fee for the issuance of special registration plates is 5 15 twenty-five dollars for each vehicle, unless otherwise 5 16 provided by this section, which fee is in addition to the 5 17 regular annual registration fee. The county treasurer shall 5 18 validate special registration plates with a distinguishing 5 19 processed emblem in the same manner as regular registration 5 20 plates, upon payment of five dollars in addition to the 5 21 regular annual registration fee. 5 22 Sec. 9. Section 321.34, subsection 12, is amended by 5 23 adding the following new paragraph: 5 24 NEW PARAGRAPH. d. A special registration plate issued for 5 25 a motorcycle or motorized bicycle under this section shall be 5 26 designated in the manner provided for personalized 5 27 registration plates under subsection 5, paragraph "a". 5 28 5 29 5 30 5 31 RON J.
