  1  4 INCLUDING THE PREPARATION OR COMPOUNDING OF A CONTROLLED
  1  5    SUBSTANCE FOR ONE'S OWN USE WITHIN THE DEFINITION OF
  1  6    MANUFACTURING A CONTROLLED SUBSTANCE, AND PROVIDING AN
  1  7    EFFECTIVE DATE.

  1  9 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1 10 
  1 11    Section 1.  Section 124.101, subsection 16, unnumbered
  1 12 paragraph 1, Code 1999, is amended to read as follows:
  1 13    "Manufacture" means the production, preparation,
  1 14 propagation, compounding, conversion, or processing of a
  1 15 controlled substance, either directly or by extraction from
  1 16 substances of natural origin, or independently by means of
  1 17 chemical synthesis, or by a combination of extraction and
  1 18 chemical synthesis, and includes any packaging or repackaging
  1 19 of the substance or labeling or relabeling of its container,
  1 20 except that this term does not include the preparation or
  1 21 compounding of a controlled substance by an individual for the
  1 22 individual's own use, or the preparation, compounding,
  1 23 packaging, or labeling of a controlled substance:
  1 24    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 25 immediate importance, takes effect upon enactment.
