PAG LIN 1 1 Section 1. Section 483A.1, subsection 1, paragraphs b and 1 2 d, Code 1999, are amended to read as follows: 1 3 b. REFUND FOR LIFETIME HUNTING AND FISHING LICENSES. 1 10 A person who was issued a lifetime fishing license or 1 11 lifetime hunting license, or both licenses on or after 1 12 December 15, 1998, pursuant to section 483A.1, subsection 1, 1 13 paragraph "b" or "d", for a fee of fifty dollars and fifty 1 14 cents is entitled to a refund of forty dollars for each 1 15 lifetime hunting license or each lifetime fishing license 1 16 purchased. The department shall notify each licensee by mail 1 17 at the address listed on the license that a refund may be 1 18 requested before December 1, 1999. After November 30, 1999, a 1 19 refund request authorized pursuant to this section shall not 1 20 be accepted and a refund shall not be paid. The refunds shall 1 21 be paid from the state fish and game conservation fund. 1 22 Sec. 3. EFFECTIVE DATE – RETROACTIVE APPLICABILITY. 1 23 1. This Act, being deemed of immediate importance, takes 1 24 effect upon enactment. 1 25 2. Section 2 of this Act is retroactive to December 15, 1 26 1998, and applies to any lifetime fish license or lifetime 1 27 hunting license issued by the department of natural resources 1 28 pursuant to section 483A.1, subsection 1, paragraph "b" or 1 29 "d", from December 15, 1998, until the effective date of this 1 30 Act. 1 31 EXPLANATION 1 32 This bill reduces the fees from $50.50 to $10.50 for a 1 33 lifetime hunting or fishing license for residents who are 65 1 34 years of age or older. 1 35 The bill authorizes a refund of $40 for lifetime hunting or 2 1 fishing licenses issued on or after December 15, 1998. The 2 2 department of natural resources shall notify each lifetime 2 3 licensee of the refund by mail to the address listed on the 2 4 license. The refund must be requested before December 1, 2 5 1999. The refunds are to be made from the state fish and game 2 6 conservation fund. 2 7 The bill is effective upon enactment.
