  1  1    Section 1.  Section 321.34, subsection 19, Code 1999, is
  1  2 amended to read as follows:
  1  3    19.  UNITED STATES ARMED FORCES RETIRED VETERAN SPECIAL
  1  4 PLATES.  An owner referred to in subsection 12 who is a
  1  5 retired member of has received an honorable discharge or is
  1  6 retired from a branch of the United States armed forces, may,
  1  7 upon written application to the department and upon
  1  8 presentation of satisfactory proof of membership the discharge
  1  9 or retirement, order special registration plates with a United
  1 10 States armed forces retired veteran processed emblem.  The
  1 11 emblem shall be designed by the department in consultation
  1 12 with service organizations.  The application is subject to
  1 13 approval by the department.  For purposes of this subsection,
  1 14 a person is considered to be retired if the person served
  1 15 twenty years or longer in the United States armed forces or is
  1 16 a person who served a minimum of ten years and received an
  1 17 honorable discharge from service due to a medical
  1 18 disqualification.  
  1 19                           EXPLANATION
  1 20    Currently, an owner of a motor vehicle, light delivery
  1 21 truck, panel delivery truck, pickup, motor home, multipurpose
  1 22 vehicle, or travel trailer may obtain United States armed
  1 23 forces retired special registration plates from the state
  1 24 department of transportation.  The owner must be a retired
  1 25 member of the United States armed forces.  A person is
  1 26 considered to be retired if the person served 20 years or
  1 27 longer in the armed forces or served a minimum of 10 years and
  1 28 was honorably discharged due to a medical disqualification.
  1 29 This bill changes the plates to United States armed forces
  1 30 veteran special plates and provides that any person who has
  1 31 been honorably discharged or is retired from a branch of the
  1 32 armed forces may apply for and order the plates.
