  1 10 A Concurrent Resolution to urge and petition the
  1 11    United States Department of Agriculture to make
  1 12    lands which are under the conservation reserve
  1 13    program eligible for grazing by livestock.
  1 14    WHEREAS, the state of Iowa, one of the major
  1 15 agricultural states in the United States, is a leading
  1 16 producer of livestock and livestock products which
  1 17 represents a multibillion dollar industry; and
  1 18    WHEREAS, the economic viability and welfare of this
  1 19 nation is contingent upon food and materials
  1 20 efficiently produced by farmers and ranchers receiving
  1 21 a fair market price for their goods; and
  1 22    WHEREAS, the conservation reserve program provided
  1 23 in 7 U.S.C., chapter 45, subchapter III, authorizes
  1 24 the United States Secretary of Agriculture to enter
  1 25 into contracts and make payments to eligible owners
  1 26 and operators of eligible cropland to assist them in
  1 27 conserving and improving the soil and water resources
  1 28 of their farms and ranches by converting cropland to
  1 29 land with permanent vegetation cover; and
  1 30    WHEREAS, farmers and ranchers in this state, like
  2  1 those in many states, have conscientiously entered
  2  2 into contracts with the United States Secretary of
  2  3 Agriculture to set aside highly erodible land in order
  2  4 to conserve soil and water resources; and
  2  5    WHEREAS, Iowa, like other agricultural states, has
  2  6 not received adequate rainfall, threatening the
  2  7 economic viability of areas suffering hardship due to
  2  8 the lack of water required to sustain livestock; and
  2  9    WHEREAS, the United States Department of
  2 10 Agriculture's policy prohibiting the grazing of
  2 11 livestock on land subject to contract under the
  2 12 conservation reserve program will force the depletion
  2 13 of livestock herds, resulting in depressed commodity
  2 14 markets, unnecessary economic hardship on producers,
  2 15 and the premature slaughter of livestock; NOW
  2 16 THEREFORE,
  2 17    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2 18 SENATE CONCURRING, That the Iowa General Assembly
  2 19 hereby petitions the Congress of the United States,
  2 20 the President of the United States, and the United
  2 21 States Secretary of Agriculture to take all necessary
  2 22 actions to ensure that livestock immediately be
  2 23 allowed to graze on land subject to contract under the
  2 24 conservation reserve program; and
  2 25    BE IT FURTHER RESOLVED, That copies of this
  2 26 resolution be submitted to the President of the United
  2 27 States, the United States Secretary of Agriculture,
  2 28 and the members of Iowa's congressional delegation.
