1 3 (COMPANION TO SCR 108 BY HEDGE)
1 4 A House Concurrent Resolution recognizing the
1 5 accomplishments of John Fletcher Lacey and
1 6 commemorating the one-hundredth-year anniversary
1 7 of the Lacey Act.
1 8 WHEREAS, John Fletcher Lacey, who was a long-time
1 9 resident of Oskaloosa, served as a member of the Iowa
1 10 General Assembly from 1870 to 1872, and later
1 11 represented Iowa in the Congress of the United States
1 12 from 1888 to 1906; and
1 13 WHEREAS, Congressman Lacey distinguished himself
1 14 through his service in the Civil War, work as a
1 15 private attorney, and service in the Iowa House of
1 16 Representatives, and the Congress of the United
1 17 States, and through his many achievements which
1 18 included legal scholarship, advocacy of the
1 19 conservation of natural and cultural resources,
1 20 support for improvement of the condition of Native
1 21 Americans, and his involvement in passage of important
1 22 federal legislation affording some of the earliest
1 23 protections to our nation's natural resources; and
1 24 WHEREAS, his most significant achievement was
1 25 authorship and passage of the Lacey Act of 1900,
1 26 outlawing the interstate transport of illegally taken
1 27 wildlife; and
1 28 WHEREAS, due to the importance of protecting and
1 29 enhancing the environment, the year 2000 has been
1 30 proclaimed Earth Year 2000, which Iowa is in the
2 1 process of observing; and
2 2 WHEREAS, no person better represents the model of a
2 3 citizen conservationist than John Fletcher Lacey, and
2 4 no act better represents the progress made in
2 5 conservation of the environment in the last century
2 6 than the Lacey Act; NOW THEREFORE,
2 7 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
2 8 SENATE CONCURRING, That the Iowa General Assembly
2 9 honor the accomplishments and legacy of John Fletcher
2 10 Lacey and commemorate the year 2000 as the one-
2 11 hundredth-year anniversary of the Lacey Act; and
2 12 BE IT FURTHER RESOLVED, That the Governor of the
2 13 State of Iowa direct the Iowa Department of Natural
2 14 Resources to observe this anniversary with the
2 15 dedication of a public area in John Fletcher Lacey's
2 16 honor.
