1 2 BY COMMITTEE ON AGRICULTURE
1 3 (SUCCESSOR TO HSB 573)
1 4 A House Concurrent Resolution to request that the
1 5 Congress of the United States maintain its
1 6 commitment to clean air and the ethanol industry,
1 7 by maintaining the oxygenate requirement in the
1 8 federal Clean Air Act that promotes the use of ethanol
1 9 in reformulated gasoline, and urging the United
1 10 States Environmental Protection Agency to resist
1 11 California's attempt to waive the oxygenate
1 12 requirement in that state.
1 13 WHEREAS, the federal Clean Air Act requires the use
1 14 of oxygenated motor vehicle fuels in order to improve
1 15 air quality in the nation's most polluted areas and to
1 16 reduce emissions of benzene and other ozone-forming
1 17 aromatic compounds associated with gasoline; and
1 18 WHEREAS, ethanol blended gasoline is an
1 19 environmentally safe oxygenate enhancer that may be
1 20 used in reformulated gasoline in order to comply with
1 21 the requirements of the federal Clean Air Act; and
1 22 WHEREAS, the Governor of California in Executive
1 23 Order D-5-99 has ordered the California Environmental
1 24 Protection Agency to work with Senator Feinstein and
1 25 the California congressional delegation to pursue a
1 26 permanent waiver of the federal Clean Air Act
1 27 requirements for oxygen content in reformulated
1 28 gasoline in California; and
1 29 WHEREAS, this nation's petroleum industry is
1 30 actively pursuing the removal of the oxygenate
2 1 requirement altogether from the United States
2 2 Environmental Protection Agency's Reformulated
2 3 Gasoline Program; and
2 4 WHEREAS, a federal waiver of the oxygenate
2 5 requirement in California, let alone nationwide
2 6 repeal, would be a devastating loss of a significant
2 7 opportunity for ethanol in this country; NOW
2 8 THEREFORE,
2 9 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
2 10 SENATE CONCURRING, That the Iowa General Assembly
2 11 encourages the Congress of the United States to
2 12 maintain its commitment to the federal Clean Air Act
2 13 by retaining its oxygenate requirements and by
2 14 implementing standards that ensure the opportunity for
2 15 the use of ethanol blended gasoline in Phase II of the
2 16 Reformulated Gasoline Program, thereby preserving the
2 17 natural environment, protecting the public health,
2 18 reducing this nation's dependence upon foreign
2 19 petroleum, and providing additional markets; and
2 20 BE IT FURTHER RESOLVED, That the Iowa General
2 21 Assembly encourages the United States President, the
2 22 Administrator of the United States Environmental
2 23 Protection Agency, and the Congress of the United
2 24 States to oppose the waiver of the oxygen content
2 25 requirement from the United States Environmental
2 26 Protection Agency's Reformulated Gasoline Program in
2 27 California; and
2 28 BE IT FURTHER RESOLVED, That a copy of this
2 29 Resolution be sent by the Chief Clerk of the House of
2 30 Representatives to the President of the United States
3 1 and the Administrator of the United States
3 2 Environmental Protection Agency; and
3 3 BE IT FURTHER RESOLVED, That copies of this
3 4 Resolution be sent by the Chief Clerk of the House of
3 5 Representatives to the President of the Senate of the
3 6 United States; the Speaker of the House of
3 7 Representatives of the United States; the Majority and
3 8 Minority Leaders of the United States Senate; and the
3 9 Majority and Minority Leaders of the United States
3 10 House of Representatives; and
3 11 BE IT FURTHER RESOLVED, That copies of this
3 12 Resolution be sent by the Chief Clerk of the House of
3 13 Representatives to Iowa's congressional delegation.
