  1  1           HOUSE CONCURRENT RESOLUTION NO. ___
  1  2            BY  COMMITTEE ON LOCAL GOVERNMENT
  1  3                  (SUCCESSOR TO HCR 18)
  1  4    A Concurrent Resolution requesting establishment of
  1  5 a legislative interim study committee to review legal,
  1  6 budget, governance, and financial aspects of volunteer
  1  7 fire protection services, emergency medical services,
  1  8 and other vital services provided under the auspices
  1  9 of townships.
  1 10    WHEREAS, in many communities and areas of the
  1 11 state, the volunteer fire protection services,
  1 12 emergency warning systems, and emergency medical
  1 13 services are provided under the township form of local
  1 14 government; and
  1 15    WHEREAS, these services are deemed essential for
  1 16 the protection of the public and for the fostering of
  1 17 business investment in communities, since the
  1 18 provision of inadequate services or insufficient
  1 19 investment often constitutes a serious hindrance to
  1 20 economic development in communities; and
  1 21    WHEREAS, the authority and responsibilities of
  1 22 townships in providing these services relative to the
  1 23 authority and responsibilities of cities, benefited
  1 24 districts, and counties are not well understood by the
  1 25 public, by business, and by policymakers; and
  1 26    WHEREAS, state efforts in providing training and
  1 27 other support for these services are distributed among
  1 28 many different agencies and can be improved through
  1 29 better coordination; NOW THEREFORE,
  1 30    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2  1 SENATE CONCURRING, That the Legislative Council is
  2  2 requested to establish an interim study committee to
  2  3 review the budgeting practices, reporting
  2  4 requirements, public accountability, governance, and
  2  5 administrative functions associated with volunteer
  2  6 fire protection services, emergency warning systems,
  2  7 emergency medical services, and other functions
  2  8 provided under the township form of local government.
  2  9 If established, the study committee should be directed
  2 10 to consider economic development policy associated
  2 11 with these services, residence requirements of
  2 12 township trustees, representation of trustees by
  2 13 county attorneys, compensation of trustees, powers and
  2 14 duties of trustees for budgeting and finance,
  2 15 coordination of state assistance, and proposals for
  2 16 exemption of volunteer fire protection services from
  2 17 certain occupational health and safety requirements.
  2 18 The study committee should also be directed to make
  2 19 findings and recommendations for legislative changes,
  2 20 if determined by the study committee to be necessary,
  2 21 to improve the functioning of townships as viable
  2 22 units of local government or to integrate township
  2 23 responsibilities with those responsibilities of other
  2 24 units of local government.
