1 4 following:
1 5 "Sec. . REDEMPTION OF BEVERAGE CONTAINERS
1 6 STUDY.
1 7 1. The department of natural resources shall
1 8 conduct a study regarding the redemption of beverage
1 9 containers as provided in chapter 455C.
1 10 2. The department shall organize a committee in
1 11 order to conduct the study.
1 12 a. A departmental official shall serve on the
1 13 study committee as a voting member.
1 14 b. The committee shall also be composed of four
1 15 members of the general assembly. The members shall be
1 16 two senators designated by the president of the senate
1 17 after consultation with the majority and minority
1 18 leaders of the senate, and two representatives
1 19 designated by the speaker of the house of
1 20 representatives after consultation with the majority
1 21 and minority leaders of the house of representatives.
1 22 Members of the general assembly shall serve in an ex
1 23 officio, nonvoting capacity. A member of the general
1 24 assembly is eligible for per diem and expenses as
1 25 provided in section 2.10.
1 26 c. The department shall invite members of the
1 27 following organizations to serve as voting members of
1 28 the committee:
1 29 (1) The Iowa league of cities.
1 30 (2) The Iowa state association of counties.
1 31 (3) The Iowa association of business and industry.
1 32 (4) The Iowa soft drink association.
1 33 (5) The Iowa environmental council.
1 34 (6) The Iowa grocery industry association.
1 35 (7) The Iowa recycling association.
1 36 (8) The Iowa society of solid waste operations.
1 37 (9) The league of women voters.
1 38 (10) The owner of a redemption center.
1 39 d. The committee shall include any other person
1 40 who wishes to participate as a member of the
1 41 committee.
1 42 3. The committee shall study issues related to all
1 43 of the following:
1 44 a. Requiring the redemption of beverage holding
1 45 noncarbonated beverages other than milk, but including
1 46 tea, water, fruit and vegetable juices and drinks, and
1 47 sports drinks.
1 48 b. Increasing the reimbursement to a dealer or
1 49 other person operating a redemption center from one
1 50 cent to two cents per empty beverage container
2 1 redeemed. The department shall study the feasibility
2 2 of establishing a schedule which provides for
2 3 increases in the reimbursement amount.
2 4 c. Requiring that all beverage containers sold in
2 5 Iowa have a minimum postconsumer recycled content of
2 6 twenty-five percent by weight.
2 7 d. Creating a "Robert D. Ray Beautiful Land Fund"
2 8 in order to support local and state litter and
2 9 recycling initiatives. The committee shall consider
2 10 the feasibility of using moneys from unredeemed
2 11 deposits in order to support the fund.
2 12 4. The department shall prepare a report regarding
2 13 findings and recommendations of the committee,
2 14 including proposals for legislative action. The
2 15 report shall be submitted to the governor and general
2 16 assembly not later than January 10, 2001."
