  1  1    Amend the amendment, H-8343, to Senate File 2111,
  1  2 as passed by the Senate, as follows:
  1  3    #1.  Page 1, by striking lines 1 through 45 and
  1  4 inserting the following:
  1  5    "Amend Senate File 2111, as passed by the Senate,
  1  6 as follows:
  1  7    #1.  By striking everything after the enacting
  1  8 clause and inserting the following:
  1  9    "Section. 1.  Section 257.1, subsection 2,
  1 10 unnumbered paragraph 3, Code Supplement 1999, is
  1 11 amended to read as follows:
  1 12    For the budget year commencing July 1, 1999 2000,
  1 13 the department of management shall add the amount of
  1 14 the additional budget adjustment computed in section
  1 15 257.14, subsection 1, to the combined foundation base.
  1 16    Sec. 2.  Section 257.13, subsections 1 and 3, Code
  1 17 Supplement 1999, are amended to read as follows:
  1 18    1.  For the school budget year beginning July 1,
  1 19 1999 2000, if a district's actual enrollment for the
  1 20 budget year, determined under section 257.6, is
  1 21 greater than its budget enrollment for the budget
  1 22 year, the district may submit a request to the school
  1 23 budget review committee for on-time funding for new
  1 24 students.  The school budget review committee shall
  1 25 consider the relative increase in enrollment on a
  1 26 district-by-district basis, in determining whether to
  1 27 approve the request, and shall determine the amount of
  1 28 additional funding to be provided if the request is
  1 29 granted.  An application for on-time funding pursuant
  1 30 to this subsection must be received by the department
  1 31 of education by November 1.  Written notice of the
  1 32 committee's decision shall be given through the
  1 33 department of education to the school board for a
  1 34 district.
  1 35    3.  There is appropriated for the fiscal year
  1 36 beginning July 1, 1999 2000, and ending June 30, 2000
  1 37 2001, from the general fund of the state to the
  1 38 department of education up to four million dollars to
  1 39 pay additional funding authorized under this section,
  1 40 which shall be paid to school districts in the same
  1 41 manner as other state aids payable under section
  1 42 257.16.  If the requests approved by the school budget
  1 43 review committee exceed the appropriation in this
  1 44 subsection, the payments to school districts receiving
  1 45 approval for on-time funding shall be prorated such
  1 46 that each school district approved for on-time funding
  1 47 shall receive an amount of on-time funding equal to
  1 48 the percentage that the on-time funding to be provided
  1 49 to the district bears to the total amount of on-time
  1 50 funding to be provided to all districts receiving
  2  1 approval.
  2  2    Sec. 3.  Section 257.14, subsection 1, Code
  2  3 Supplement 1999, is amended to read as follows:
  2  4    1.  For the budget years commencing July 1, 1997,
  2  5 July 1, 1998, and July 1, 1999, and July 1, 2000, if
  2  6 the department of management determines that the
  2  7 regular program district cost of a school district for
  2  8 a budget year is less than the total of the regular
  2  9 program district cost plus any adjustment added under
  2 10 this section for the base year for that school
  2 11 district, the department of management shall provide a
  2 12 budget adjustment for that district for that budget
  2 13 year that is equal to the difference.""
