  1  1    Amend House File 2496 as follows:
  1  2    #1.  By striking page 6, line 2, through page 7,
  1  3 line 22, and inserting the following:
  1  4    "4.  AT-RISK PROGRAMS.
  1  5    a.  In order to provide additional funding to
  1  6 school districts for programs serving at-risk pupils
  1  7 in grades nine through twelve, a supplementary
  1  8 weighting plan for at-risk pupils is adopted.  A
  1  9 supplementary weighting of one hundred twenty-eight
  1 10 ten-thousandths per pupil shall be assigned to the
  1 11 percentage of pupils in a school district enrolled in
  1 12 grades one through six, as reported by the school
  1 13 district on the basic educational data survey for the
  1 14 base year, who are eligible for free and reduced price
  1 15 meals under the federal National School Lunch Act and
  1 16 the federal Child Nutrition Act of 1966, 42 U.S.C. }
  1 17 1751-1785, multiplied by the budget enrollment in the
  1 18 school district.  Amounts received as supplementary
  1 19 weighting for at-risk pupils shall be utilized by a
  1 20 school district to develop or maintain alternative
  1 21 programs or an at-risk pupils' program, including
  1 22 alternative high school programs, and shall be in
  1 23 addition to and not supplanting moneys appropriated in
  1 24 section 279.51 and moneys otherwise appropriated by
  1 25 law to supplement that funding.
  1 26    b.  Notwithstanding paragraph "a", a school
  1 27 district which received supplementary weighting for an
  1 28 alternative high school program offered by a community
  1 29 college for the school budget year beginning July 1,
  1 30 1999, shall receive an amount of supplementary
  1 31 weighting for the next five school budget years as
  1 32 follows:
  1 33    (1)  For the budget year beginning July 1, 2000,
  1 34 the greater of the amount of supplementary weighting
  1 35 determined pursuant to paragraph "a", or one hundred
  1 36 percent of the amount received for the budget year
  1 37 beginning July 1, 1999.
  1 38    (2)  For the budget year beginning July 1, 2001,
  1 39 the greater of the amount of supplementary weighting
  1 40 determined pursuant to paragraph "a", or seventy-five
  1 41 percent of the amount received for the budget year
  1 42 beginning July 1, 1999.
  1 43    (3)  For the budget year beginning July 1, 2002,
  1 44 the greater of the amount of supplementary weighting
  1 45 determined pursuant to paragraph "a", or fifty percent
  1 46 of the amount received for the budget year beginning
  1 47 July 1, 1999.
  1 48    (4)  For the budget year beginning July 1, 2003,
  1 49 the greater of the amount of supplementary weighting
  1 50 determined pursuant to paragraph "a", or twenty-five
  2  1 percent of the amount received for the budget year
  2  2 beginning July 1, 1999.
  2  3    (5)  For the budget year beginning July 1, 2004,
  2  4 and succeeding budget years, the amount of
  2  5 supplementary weighting determined pursuant to
  2  6 paragraph "a".
  2  7    If a school district receives an amount pursuant to
  2  8 this paragraph "b" which exceeds the amount the
  2  9 district would otherwise have received pursuant to
  2 10 paragraph "a", the department of management shall
  2 11 annually determine the amount of the excess that would
  2 12 have been state aid and the amount that would have
  2 13 been property tax if the school district had generated
  2 14 that amount pursuant to paragraph "a", and shall
  2 15 include the amounts in the state aid payments and
  2 16 property tax levies of school districts.  The
  2 17 department of management shall recalculate the
  2 18 supplementary weighting amount received each year to
  2 19 reflect the amount of the reduction in funding from
  2 20 one budget year to the next pursuant to subparagraphs
  2 21 (1) through (5)."
