  1  1    Amend House File 2219 as follows:
  1  2    #1.  Page 8, by inserting after line 14, the
  1  3 following:
  1  4    "Sec.    .  EFFECTIVE DATE AND RETROACTIVE
  1  5 APPLICABILITY.  This Act, being deemed of immediate
  1  6 importance, takes effect upon enactment, and is
  1  7 retroactively applicable to January 1, 2000."
  1  8    #2.  Title page, line 4, by inserting after the
  1  9 word "limitation" the following:  ", providing for the
  1 10 Act's applicability, and providing an effective date".
