AFTERNOON SESSION The Senate reconvened at 1:02 p.m., Senator McKean presiding. QUORUM CALL Senator Angelo requested a non-record roll call to determine that a quorum was present. The vote revealed 40 present, 10 absent, and a quorum present. PRESENTATION OF VISITORS The Chair welcomed thirty high school students from Dallas Center-Grimes, accompanied by Jerry Kindhart. Senator Maddox. INTRODUCTION OF RESOLUTIONS Senate Resolution 123, by Tinsman, Hammond, Boettger, Szymoniak, Redwine, Dvorsky, and Behn, a resolution recognizing the positive contributions to the state from county implementation of a single entry point process for mental health, mental retardation, and developmental disabilities (MH/MR/DD) services known as the central point of coordination or "CPC" system. Read first time and referred to committee on Rules and Administration. Senate Resolution 124, by committee on Rules and Administration, a resolution relating to daily operations of the Senate. Read first time and placed on calendar. HOUSE MESSAGES RECEIVED The following messages were received from the Chief Clerk of the House: MADAM PRESIDENT: I am directed to inform your honorable body that the House has on April 21, 1998, refused to concur in the Senate amendment to the House amendment to the following bill in which the concurrence of the House was asked:
