  1  1                SENATE RESOLUTION NO. ___
  1  2   BY  TINSMAN, HAMMOND, BOETTGER, SZYMONIAK, REDWINE,
  1  3                    DVORSKY, and BEHN
  1  4 A Senate Resolution recognizing the positive contributions 
  1  5    to the state from county implementation of a single entry 
  1  6    point process for mental health, mental retardation, and 
  1  7    developmental disabilities (MH/MR/DD) services known as 
  1  8    the central point of coordination or "CPC" system.
  1  9    WHEREAS, Iowa has a long history of county
  1 10 leadership in the provision of MH/MR/DD services to
  1 11 the citizens of this state; and
  1 12    WHEREAS, Iowa policymakers have focused on
  1 13 reforming the MH/MR/DD service system in order to
  1 14 provide high quality, cost-effective services to best
  1 15 meet the needs of service consumers; and
  1 16    WHEREAS, the county management plan approach was
  1 17 established as a key element of reforming MH/MR/DD
  1 18 services by employing professional qualified staff,
  1 19 developing a system of accountability and control,
  1 20 improving planning processes by formalizing the
  1 21 processes, increasing the involvement of stakeholders,
  1 22 improving coordination of services, and assuring the
  1 23 appropriateness of the services authorized; and
  1 24    WHEREAS, the CPC staff have become highly visible,
  1 25 vital contributors to implementing reform of the
  1 26 MH/MR/DD service system by planning, working with
  1 27 providers, making eligibility determinations,
  1 28 authorizing funding for services, making referrals,
  1 29 monitoring and coordinating services, tracking and
  1 30 evaluating services, and providing quality assurance;
  2  1 and
  2  2    WHEREAS, CPC staff are qualified with college
  2  3 education, demonstrated competency in program
  2  4 administration and in human services, and experience
  2  5 in working with persons with disabilities, and bring
  2  6 many other competencies in serving persons with
  2  7 disabilities; NOW THEREFORE,
  2  8    BE IT RESOLVED BY THE SENATE, That the Iowa Senate
  2  9 recognizes the important role of CPC staff in
  2 10 implementing MH/MR/DD service system reform beginning
  2 11 with the initial CPC appointments in 1994 and
  2 12 continuing with appointment of a CPC for every county
  2 13 as of July 1, 1996; and
  2 14    BE IT FURTHER RESOLVED, That the Iowa Senate
  2 15 anticipates that many challenges lie ahead as system
  2 16 reform evolves and expresses confidence that the CPC
  2 17 staff will continue to provide leadership in
  2 18 addressing these challenges by bringing people
  2 19 together, making good recommendations, and empowering
  2 20 persons with disabilities.
