  PRESENTATION OF VISITORS

  The Chair welcomed twenty-five twelfth grade students from
  Ruthven-Ayrshire High School, Ruthven, Iowa, accompanied by Jon
  Josephson.  Senator Kibbie.

  BUSINESS PENDING

  House File 2539

  The Senate resumed consideration of House File 2539, a bill for an
  act relating to and making appropriations to the justice system and
  providing effective dates.

  Senator Harper offered amendment S-5520, filed by her from the
  floor to page 9 of the bill, and moved its adoption.

  Amendment S-5520 lost by a voice vote.

  Senator Dvorsky offered amendment S-5515, filed by Senators
  Dvorsky and Hammond from the floor to pages 13 and 35 of the bill.

  Senator Maddox raised the point of order that amendment S-5515
  was not germane to the bill.

  The Chair ruled the point well taken and amendment S-5515 out
  of order.

  Senator Dvorsky offered amendment S-5521, filed by him from the
  floor to page 20 of the bill, and moved its adoption.

  Amendment S-5521 lost.

  Senator Halvorson offered amendment S-5522, filed by him from
  the floor to page 26 of the bill, moved its adoption, and requested a
  record roll call.

  On the question "Shall amendment S-5522 be adopted?" (H.F. 2539),
  the vote was:
