  EXPLANATION OF VOTES

  MADAM PRESIDENT:  I was necessarily absent from the Senate chamber on
  March 23, 1998, when the votes were taken on Senate File 2357, House Files
  2169,
  2271, 2317, 2438, 2492 and the motion to reconsider House File 2271.  Had I
  been
  present, I would have voted "aye."
