  Senators Black and Schuerer welcomed the following visitors who
  were present in the Senate gallery:

  4-H members from Benton, Iowa, Poweshiek, and Tama Counties.

  EXPLANATION OF VOTES

  MADAM PRESIDENT:  I was necessarily absent from the Senate chamber on
  March 5, 1998, when the votes were taken on Senate Files 2160 and 2397.  Had
  I been
  present, I would have voted "aye."
