  Final Vote:  Ayes, 13:  Redfern, Rehberg, Angelo, Boettger, Dvorsky, Fink,
  Kibbie,
  Kramer, Neuhauser, Redwine, Rensink, Szymoniak, and Tinsman.  Nays, none.
