SPECIAL PRESENTATION Bradley of Clinton presented to the House Nicholas Mohr from Pleasant Valley High School. He is the first Iowan in 65 years to receive the National Good Citizen Award through the Daughters of the American Revolution. The House rose and expressed its appreciation. HOUSE FILE 2447 WITHDRAWN Rayhons of Hancock asked and received unanimous consent to withdraw House File 2447 from further consideration by the House. Carroll of Poweshiek in the chair at 2:05 p.m. IMMEDIATE MESSAGE Siegrist of Pottawattamie asked and received unanimous consent that Senate File 2109 be immediately messaged to the Senate. The House resumed consideration of Senate File 2277, a bill for an act providing for exceptions to municipal tort liability for skateboarding, previously deferred. Fallon of Polk asked and received unanimous consent to withdraw amendment H-8886 filed by Fallon, et al., on April 2, 1998. Schrader of Marion offered the following amendment H-8970 filed by him and moved its adoption:
