 4     1.  Page 1, by inserting after line 4 the
 5   following:
 6     "Sec. ___.  PURPOSE.  The purpose of this Act is to
 7   create a partnership between communities and state
 8   government to improve the well-being of families with
 9   young children.  In addition, the purpose of this Act
10   is to reduce duplicative bureaucratic requirements
11   that are barriers to community efforts to improve the
12   efficiency and effectiveness of local education,
13   health, and human services programs."
14     2.  Page 3, line 15, by inserting after the word
15   "bodies," the following:  "for eliminating
16   bureaucratic duplication,".
17     3.  Page 3, by inserting after line 33 the
18   following:
19     "d.  Consolidating community-level committees,
20   planning groups, and other bodies with common
21   memberships formed in response to state requirements."

22     4.  Page 3, line 48, by inserting after the word
23   "process." the following:  "The rules shall include
24   but are not limited to the following:
25     a.  The core indicators of performance for the
26   school ready grant program, as described in section
27   7I.7.
28     b.  Minimum standards to further the provision of
29   equal access to services subject to the authority of
30   community boards."

39   following:
