The bill having received a constitutional majority was declared
to have passed the House and the title was agreed to.

House File 2514, a bill for an act relating to motor vehicle
operation and motor vehicles, carriers and motor trucks, and
penalties and hazardous materials, including weight requirements
and transportation of hazardous materials, and providing an
effective date, was taken up for consideration.
Blodgett of Cerro Gordo offered the following amendment H-8378
filed by Blodgett, et al., and moved its adoption:

H-8378

 1     Amend House File 2514 as follows:
 2     1.  Page 4, by inserting after line 10 the
 3   following:
 4     "Sec. ___.  Section 321.473, unnumbered paragraph
 5   3, Code 1997, is amended to read as follows:
 6     Any person who violates the provisions of the
 7   ordinance, or resolution, or special permit
issued by
 8   the department under this section shall, upon
 9   conviction or a plea of guilty, be subject to a fine
10   determined by dividing the difference between the
11    actual weight and the maximum weight established by
12   the ordinance, or resolution, or special permit
issued
13   by the department by one hundred, and multiplying the
14   quotient by two dollars."
Amendment H-8378 was adopted.
Brauns of Muscatine offered the following amendment H-8394 filed
by Brauns, et al., and moved its adoption:

H-8394

 1     Amend House File 2514 as follows:
 2     1.  Page 4, by inserting after line 10 the
 3   following:
 4     "Sec. ___.  Section 321.491, unnumbered paragraph
 5   2, Code Supplement 1997, is amended to read as
 6   follows:
 7     Within ten days after the conviction or forfeiture
