  Amendment S-3823 filed by Senators Vilsack, et al., on April 28,
  1997, to pages 5 and 6 of the bill.

  Senator Flynn offered amendment S-3821 filed by Senators Flynn,
  et al., on April 28, 1997, to page 6 of the bill.
