1 3 #1. Page 6, by inserting after line 28 the
1 4 following:
1 5 "Sec. ___. Section 257.31, Code 1997, is amended
1 6 by adding the following new subsection:
1 7 NEW SUBSECTION. 18. a. The committee may grant
1 8 transportation assistance aid to a school district
1 9 from funds appropriated in this subsection for the
1 10 purpose of providing additional funds for a budget
1 11 year to school districts whose base year average
1 12 transportation cost per pupil exceeds the base year
1 13 state average transportation cost per pupil. A
1 14 district's average transportation cost per pupil for a
1 15 base year shall be determined by dividing the
1 16 district's actual cost for all children transported in
1 17 all school buses for the base year pursuant to section
1 18 285.1, subsection 12, less the amount received for
1 19 transporting nonpublic school pupils under section
1 20 285.1, by the district's actual enrollment for the
1 21 base year, less the shared-time enrollment for the
1 22 base year as defined in section 257.6. The state
1 23 average transportation cost per pupil shall be
1 24 determined by dividing the total actual cost for all
1 25 children transported in all districts for the base
1 26 year by the total of all districts' actual enrollments
1 27 for the base year. To be eligible for transportation
1 28 assistance aid, a school district shall annually
1 29 certify its actual cost for all children transported
1 30 in all school buses for the base year not later than
1 31 July 15 of the budget year on forms prescribed by the
1 32 committee. The committee shall prioritize the
1 33 requests of eligible school districts ranking the
1 34 districts by their average transportation cost per
1 35 pupil as calculated under this paragraph, with
1 36 consideration given to sparsity of population and
1 37 geographic size of the district. Within the limits of
1 38 the funds appropriated in this subsection,
1 39 transportation assistance aid shall be paid to
1 40 districts in the order of the priority ranking.
1 41 Transportation assistance aid for a budget year for a
1 42 district is equal to the amount by which the
1 43 district's average transportation cost per pupil for
1 44 the base year exceeds two hundred percent of the state
1 45 average transportation cost per pupil for the base
1 46 year multiplied by the district's actual enrollment
1 47 for the base year less the shared-time enrollment for
1 48 the base year as defined in section 257.6. The
1 49 committee shall adopt rules establishing a procedure
1 50 for prioritizing requests.
2 1 Payment for a school year shall be made by
2 2 September 1 of the budget year.
2 3 b. There is appropriated from the general fund of
2 4 the state to the department of education for the use
2 5 of the school budget review committee, for each fiscal
2 6 year, the amount of one million five hundred thousand
2 7 dollars, or as much thereof as may be necessary, to
2 8 pay the transportation assistance aid to school
2 9 districts ranked in the highest priority under this
2 10 subsection."
