  The appointee having received a two-thirds vote was declared to
  have been confirmed by the Senate.

  Senator Freeman called up the appointment of Ronald N. Langston
  as a member of the State Transportation Commission, placed on the
  Individual Confirmation Calendar on March 31, 1997, and found on
  page 853 of the Senate Journal.

  Senator Freeman moved that the foregoing appointment be
  confirmed by the Senate.

  On the question "Shall the appointee be confirmed?"  the vote was:
